CLARK, AICP, Director Development and Resource Management Department THROUGH: Daniel Zack, AICP, Assistant Director Development and Resource Management Department BY: RODNEY HORTON, MPA, Planner III Development and Resource Management Department SUBJECT ..Title RESOLUTION - Establishing an eleven (11) member West Area Specific Plan Steering Committee, and the apportionment of the committee membership ..Body RECOMMENDATIONS Approve the resolution establishing an eleven (11) member West Area Specific Plan Steering Committee, and the apportionment of the committee membership in the following fashion: 1. Council District No. 1 - Five members appointed by the duly elected councilmember for District 1; 2. Council District No. 2 - Three members appointed by the duly elected councilmember for District 2; and, 3. Council District No. 3 - Three members appointed by the duly elected councilmember for District 3. EXECUTIVE SUMMARY In preparation for the development of a specific plan for the West Area, the Development and Resource Management (DARM) Department has recently completed an existing conditions report, and begun stakeholder interviews with community groups, residents, property owners, and developers within the plan area. Once appointed, the Steering Committee will work with City staff and the public in the preparation of a proposed vision, community identity, policy framework, transportation improvements, and land use modifications for the new plan. BACKGROUND The Fresno General Plan was adopted by the Fresno City Council on December 18, 2014. Subsequent to the General Plan's adoption, a series of new specific plans were to be prepared to refine the vision for areas of the city with particular needs and challenges, and to help provide geographically specific planning goals and policies for implementation purposes. The West Area was identified as one such area. To begin the specific plan process for the West Area, staff has produced an existing conditions report and has begun interviews with community stakeholders. It is recommended that the members of the committee be appointed in a manner that reflects the geographic proportions of the City Council Districts that make up the area. The proposed West Area Specific Plan boundaries (see Exhibit B) currently include 4 square miles of Council District 1, 1.5 square miles of Council District 2, and 1 square mile of Council District 3 (4.5 square miles of unincorporated Fresno County/Sphere of Influence land is also within the boundary). Therefore, Council District 1 would appoint five members, and Council districts 2 and 3 would each appoint three members to the Steering Committee.
