MEIKLE, Director of Aviation Airports Department SUBJECT ..Title Approve a consultant services agreement with Blair, Church, & Flynn Consulting Engineers to provide professional civil engineering services for the Parking Expansion Project at Fresno Yosemite International Airport in an amount not to exceed $143,100 (Council District 4) ..Body RECOMMENDATION Staff recommends Council authorize the Director of Aviation to execute a consulting agreement with Blair, Church, & Flynn Consulting Engineers (BCF) to provide design and related engineering services for the Parking Expansion Project (Project) at Fresno Yosemite International Airport (FAT) in an amount not to exceed $143,100. EXECUTIVE SUMMARY With continued record growth at FAT, a need for additional long term passenger parking has been identified. During peak periods, temporary parking lots must be utilized to provide for the increased demand. Forecasting studies, developed as part of the ongoing FAT Master Plan Update, identify continued growth at FAT and substantiate the need for additional, permanent, long term parking. The existing employee parking lot and cell phone waiting area east of the Terminal will be combined and converted to long term public parking. A new parking lot located east of the Airport entrance road will be constructed to accommodate employee parking, an expanded cell phone parking waiting area and additional long term parking. As part of the Department's ongoing sustainability efforts, LED lighting, clean air vehicle parking and electric vehicle charging stations will be included in the design. Refer to the attached site map. BACKGROUND An unprecedented number of passengers flew in and out of FAT over the past several years. With the recent addition of new carriers and routes, that trend is anticipated to continue. Development of additional long term parking is a critical element in sustaining the Airport's viability while helping to preserve a positive passenger experience. By converting the existing employee and cell phone lots to long term parking and developing a new multi-use parking lot, the Project will provide approximately 750 new long term parking stalls and an expanded cell phone waiting area. The Project will also include necessary security upgrades, lighting, landscaping and storm drain infrastructure. Through a competitive Request for Qualifications (RFQ) process the Airports Department (Department) invited civil engineering firms that could provide comprehensive full-service planning, design, construction documents, bidding support and construction administration to submit Statements of Qualifications. The Department issued a public notice in The Business Journal, on the Airport's website for qualified firms and direct mailed the RFQ to all interested firms. Five professional consulting firms responded to the RFQ and their qualifications were evaluated by a committee of five in accordance with the provisions of the RFQ and FAA regulations. The firms were rated based on the evaluations and four firms were selected for future service. Of those four firms, it has been determined by the Department that BCF is most qualified to perform the Project. ENVIRONMENTAL FINDINGS This is not a "project" pursuant to CEQA Guidelines Section 15378. LOCAL PREFERENCE Blair, Church & Flynn Consulting Engineers is a local firm. FISCAL IMPACT The Project is part of Airports ongoing commitment to ensure FAT is operationally efficient and is properly positioned for local and regional growth. Funding for the design of this Project is included in the City's FY18 adopted budget. There is no impact to the General Fund from this action. Attachments: - Agreement - Site Map
