Authorize Amendment 2 to the contract between City of Fresno [as a service provider] and Fresno-Madera Agency on Aging (FMAAA) to add Inspiration Park located in Council District 1 as a Parks, After School, Recreation and Community Services (PARCS) Senior Hot Meals (SHM) site including the provision of $68,000 of additional funding. 2. ***RESOLUTION - 53rd amendment to the Annual Appropriation Resolution (AAR) No. 2017-165 appropriating $68,000 from FMAAA to fund the expansion of the SHM Program at Inspiration Park. (Requires 5 affirmative votes) (Subject to Mayor's veto) ..Body RECOMMENDATION Staff recommends that the City Council: (1) approve Amendment 2 between the City of Fresno PARCS and FMAAA; and, (2) adopt the 53rd amendment to the Annual Appropriation Resolution (AAR) No. 2017-165 to appropriate $68,000 from FMAAA to add Inspiration Park located in District 1 as the seventh SHM site; and, (3) authorize the PARCS Director to sign all related documents. The Amendment 2 contract resources will go towards funding the day to day operation and the necessary start up equipment to operate the Inspiration Park SHM Program. EXECUTIVE SUMMARY PARCS requested funding resources from FMAAA to open Inspiration Park as the seventh SHM Program site. In October of 2017, the FMAAA Board approved FMAAA staff's recommendation to provide $68,000 in funding for site management, supplies and equipment, and meals for Inspiration Park. The PARCS SHM Program is supplemented with participant meal contributions and General Fund and Community Development Block Grant (CDBG) funding to provide meals and recreation activities including ceramics, sewing, gardening, water color painting, exercise programs and excursions. The Inspiration Park SHM Program operational budget is included in the PARCS Department's CDBG budget submission proposal for FY 2019. PARCS SHM sites are strategically and geographically located throughout the City of Fresno to allow for convenient accessibility for residents. The average driving distance between the 7 sites is 4.9 miles. BACKGROUND The PARCS Department has partnered with FMAAA since 1994 as a site meal provider. In FY 2017, the SHM Program served over 36,579 meals and it is anticipated that the program will serve more than 38,500 meals in FY 2018. The PARCS SHM program operates a quality program for senior adults currently serving lunch at six sites throughout Fresno weekly: 1. Pinedale Community Center (District 2); average daily attendance: 20 participants 2. Mary Ella Brown Community Center (District 3); average daily attendance: 11 participants 3. Ted C. Wills Community Center (District 3); average daily attendance: 33 participants 4. Mosqueda Community Center (District 5); average daily attendance: 21 participants 5. Senior Citizens Village (District 5) average daily attendance: 27 participants 6. Lafayette Neighborhood Park (District 7); average daily attendance: 10 participants Meals are served by senior volunteers and coordinators who are trained in CPR/First Aid and Safe Serve best practices. A nutritious meal is provided at a minimal suggested donation (voluntary) and seniors are supplied a socially interactive environment that helps maintain both physical and emotional health. With PARCS assuming management responsibilities and duties at Inspiration Park, the opportunity arose to add a SHM site in Central West/Northwest Fresno. There is no SHM site currently located in the Central West/Northwest region of Fresno. PARCS will utilize the $68,000 of funding provided by FMAAA to support staffing, purchase site startup equipment and supplies, and additional items that support the daily meal service at Inspiration Park. Senior Citizen programming is eligible for CDBG funds because Senior Citizens are a pre-approved population for service and the programming does not have geographical restrictions. As previously noted, the SHM Program operates using funding from FMAAA, CDBG and the City's General Fund. ENVIRONMENTAL FINDINGS By definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378 the contract does not qualify as a "project" for the purposes of CEQA. LOCAL PREFERENCE Local preference is not applicable, since this item will not include a bid or award of a construction or services contract. FISCAL IMPACT The FMAAA will provide the City with supplemental funding of $68,000 for staffing, equipment, supplies and meals. Acceptance of the additional grant funding will have no impact on the General Fund, as up to $68,000 of revenue will be received from FMAAA as reimbursement for up to $68,000 of program services. The Inspiration Park SHM budget for operations (staffing, activities, building support, etc.) is accounted for in the PARCS Department's FY 2019 CDBG budget submission, which was approved by Council on May 24, 2018. FMAAA will provide the necessary funding with their resources for the allocated meals, supplies, and site management resources for the FY 2019 budget year.
