(Council District 3) ..Body RECOMMENDATIONS Staff recommends approval of an agreement with Energy Experts International Inc., for a Lump Sum of $70,273.50 for the design and preparation of construction documents for the Pacific Gas and Electric Company (PG&E) gas and electrical infrastructure relocations to accommodate the "G" Street Realignment, and authorize the Public Works Director or designee to execute the Agreement on behalf of the City of Fresno. EXECUTIVE SUMMARY The City of Fresno has negotiated a "G" Street Reimbursement Cooperative Agreement for a two phased project with the California High Speed Rail Authority (CHSRA). The first phase will be for the design of the "G" Street realignment with the second phase being the bid, contract award and construction phase. The City of Fresno will need for EEI to develop relocation design and construction documents for existing infrastructure relocation to accommodate the "G" Street realignment. The designs will be submitted to PG&E for review. Once approved the design and construction documents will be incorporated into the "G" Street Relocation Bid package. Upon completion of the design phase, staff will return to the Council for approval to award the construction contract for the "G" Street realignment. The work will include new PG&E gas and electric facilities. BACKGROUND On September 22, 2016, the Council approved a Reimbursement Cooperative Agreement between the CHSRA and the City of Fresno. The Agreement requires the City to relocate all utilities that conflict with the construction of the new "G" Street alignment along that portion of "G" Street between East California Avenue and Santa Clara Street so that services provided by the affected utilities are not interrupted by the realignment of "G" Street. PG&E gas and electric infrastructure are part of the utilities that must be relocated. In consideration for the EEI's undertaking the City will pay a Lump Sum Fee of $70,273.50 to develop design and construction documents for PG&E review and approval. ENVIRONMENTAL FINDINGS This item is not a project as defined by the California Environmental Quality Act. LOCAL PREFERENCE Not implemented because this agreement will be paid by the CHSRA. FISCAL IMPACT There will be no impact to the General Fund or any City operating funds associated with the recommended action.
