BARFIELD, Director Department of Transportation BY: CAROLINA ILIC, Planning Manager Department of Transportation SUBJECT ..Title Approve a Second Amendment to the agreement between the City of Fresno and State Center Community College District, extending the term to June 30, 2020, to provide transit services for State Center Community College District students, faculty, and staff on Fresno Area Express fixed-route buses ..Body RECOMMENDATION Staff recommends Council approve the Second Amendment to the agreement between the City of Fresno and State Center Community College District (SCCCD), extending the term of the agreement to provide transit services for SCCCD students, faculty, and staff on Fresno Area Express (FAX) fixed-route buses until June 30, 2020, and authorize the Director of Transportation or designee to execute the Second Amendment. EXECUTIVE SUMMARY The proposed Second Amendment would extend the term of the City's agreement with SCCCD for an additional year beyond the extension approved with the First Amendment. Under this agreement, SCCCD- issued magnetic strip identification cards can be used by Fresno City College and Clovis Community College students, faculty, and staff at the FAX bus farebox for payment. FAX bills the agency monthly for all rides provided at a rate of $1.10 per ride. This rate is equivalent to a 12 percent discount off the regular fare and is the same cost as buying bulk tokens. BACKGROUND In 2013, FAX installed SPX Genfare Odyssey Fareboxes capable of accepting various new fare media, including magnetic strip cards, which are used on various ID cards. The original demonstration project for this technology was with Fresno State University in 2014. The project was a success and was rolled out to State Center Community College District in 2017 allowing students, faculty and staff from both Fresno City College and Clovis Community College to swipe their ID cards at the farebox for payment. FAX bills the agency monthly for all rides provided at a rate of $1.10 per ride. This rate is equivalent to a 12 percent discount off the regular fare and is the same cost as buying bulk tokens. The original agreement was for one year. This second amendment runs until June 30, 2020, and was approved by the State Center Community College Board of Trustees on August 6, 2019. For the period of July 1, 2018, to June 30, 2019, SCCCD has taken 371,621 unlinked passenger trips on FAX fixed-route buses. This has generated over $276,805 in farebox revenue. The Fresno City College campus is served by FAX routes 1(Q), 20, 28, and 45, but students can use their ID cards on all routes. Access to Clovis Community College is provided via a shuttle operated by Clovis Community College that connects to FAX routes 1(Q), 26, 32, 34, 38 and 58 at River Park. The City Attorney's Office has reviewed and approved as to form the proposed amendment. ENVIRONMENTAL FINDING This is not a "project" for the purpose of CEQA, pursuant to CEQA Guidelines � 15378. LOCAL PREFERENCE Local preference is not applicable since the City is not purchasing goods or services. FISCAL IMPACT The amendment will have no impact to the General Fund.
