SPEES, Director, Strategic Initiatives Office of the Mayor & City Manager SUBJECT ..Title Approve Revised Spending Plan for City of Fresno's Homeless Emergency Aid Program (HEAP) funds in the amount of $3,105,519.90 in HEAP Funding awarded by the State of California Coordinating and Financing Council to the City of Fresno December 20, 2018. ..Body RECOMMENDATION Approve Mayor/Council HEAP Spending Plan Revised: March 14, 2019. See Attachment A. EXECUTIVE SUMMARY During the summer of 2018, Mayor Lee Brand joined with other Big 11 City Mayors in California to lobby the State for funding to relieve the burden Fresno and other cities face in addressing homelessness. The Mayors' efforts were successful, resulting in $500 million in State assistance. Fresno's pro-rata portion of these funds is $3,105,519, with an additional $9,501,363 going to the Fresno-Madera Continuum of Care (CoC). These funds will strengthen, through strategic investment, Fresno's homeless service delivery system. BACKGROUND These expenditures will require an RFP Process providing service providers the opportunity to present proposals in each of the five service areas: Triage Center, Outreach, Homeless Employment, Homeless Family Services and Homeless Youth Services. Contracts with successful applicants will be brought to City Council for final approval. ENVIRONMENTAL FINDINGS Any CEQA findings or other regulatory requirements will be included with specific project agreements brought to your Council. LOCAL PREFERENCE N/A FISCAL IMPACT There is no increase in Net City Cost associated with the recommended action. There is no matching contribution requirement for these funds.
