EXECUTIVE SUMMARY The Department of Public Utilities seeks City Council award of a professional consultant services agreement to Blair, Church & Flynn Consulting Engineers in an amount of not to exceed $131,700, including a contingency of $2,000, for the project. The new recycled water main extension will support the delivery of recycled water to a school, right-of-way landscaping, future satellite college campus, and residential and commercial landscaping within future West Creek Village/Martin Luther King Activity Center. BACKGROUND In 2009, the State of California adopted a recycled water policy establishing a mandate to increase the use of recycled water in California by 200,000 acre-feet per year by 2020 and an additional 300,000 acre-feet per year by 2030. The Recycled Water Master Plan prepared by the Department of Public Utilities identifies opportunities to assist with compliance of this law by reducing groundwater pumping and replacing groundwater with recycled water for non-potable purposes (i.e. outdoor irrigation, dust control, fountains, etc.). On April 11, 2013, the Council adopted the Recycled Water Master Plan and associated environmental documents. Consistent with the Recycled Water Master Plan and to enhance the use of recycled water in Southwest Fresno, the Department of Public Utilities intends to design and construct a 12-inch diameter recycled water main along A Street, Mono Street, Martin Luther King Jr. Boulevard, and Church Avenue (see the attached Vicinity Map). The new recycled water mains will support the delivery of recycled water to a school, right-of-way landscaping, future satellite college campus, and residential and commercial landscaping within future West Creek Village/Martin Luther King Activity Center. On August 11, 2016, an advertisement was published inviting Statements of Qualifications for Water Distribution, Sewer Collection, Wellhead Treatment Design, and Construction Support Services for a period not to exceed three years. Seven firms submitted a Statement of Qualification package. The submittals received were reviewed by a selection committee and on September 12, 2016, four firms were selected. Blair, Church & Flynn Consulting Engineers, was determined to be one of the four selected consultant firms. The services required by this Agreement will be completed by July 31, 2020. The contract is for an amount of not to exceed $129,700 paid on a time and materials basis, with a contingency of $2,000, for a total contract amount of $131,700. A standardized Professional Consultant Service Agreement has been used in accordance with Administrative Order 4-4 and the consultant's Certificates of Insurance have been approved by the City's Risk Management Division. Upon approval by the Council, the Agreement will be executed by the Director of Public Utilities. ENVIRONMENTAL FINDINGS By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of this consultant services agreement for design services does not qualify as a "project" for the purposes of CEQA. LOCAL PREFERENCE Local preference was applicable, and Blair, Church & Flynn Consulting Engineers is a local business. FISCAL IMPACT There is no impact to the General Fund. This project is located in Council Districts 3 and Fresno County. Funding for this project is included in the Wastewater Management Division's Fiscal Year 2020 Capital Improvement Budget Sewer Enterprise Fund 40501.
