RECOMMENDATIONS
Staff recommends that the City Council:
1. Adopt finding of Categorical Exemption pursuant to Section 15332 Class 32 of the of California Environmental Quality Act (CEQA) Guidelines for the 14" water main Installation in Willow Avenue between Teague and Yeargin Avenues and in Shepherd Avenue between Winery and Willow Avenues.
2. Award a construction contract in the amount of $529,604.50 to Floyd Johnston Construction Company, Inc. of Clovis, California as the lowest responsive and responsible bidder for the 14" water main Installation in Willow Avenue between Teague and Yeargin Avenues and in Shepherd Avenue between Winery and Willow Avenues.
Staff recommends that the Council award a construction contract in the amount of $529,604.50 with Floyd Johnston Construction Company, Inc. of Clovis, California as the lowest responsive and responsible bidder for the 14" water main Installation in Willow Avenue between Teague and Yeargin Avenues and in Shepherd Avenue between Winery and Willow Avenue, and authorize the Public Works Director or his designee to sign the contract on behalf of the City.
EXECUTIVE SUMMARY
The City of Fresno is proposing to widen Willow Avenue between Shepherd and Decatur Avenues. The existing water main in Willow Avenue terminates at Yeargin Avenue to the north and Teague Avenue to the south. The missing segment in Shepherd Avenue is between Winery and Willow Avenues. The proposed project is to install the missing segments of the grid main prior to the Willow Avenue widening project.
BACKGROUND
The proposed project is to install the missing segments of the grid main prior to the Willow Avenue widening project. Installation of the water main in Willow Avenue south of Shepherd Avenue to Teague Avenue will be in an unpaved area that will receive new pavement when the widening project is implemented. Whereas, the water main in Shepherd Avenue between Winery and Willow Avenues will be installed close to the existing edge of pavement on the south side of the street.
The scope of work for this water main project includes the furnishing and installation of the 14" water main, complete in place with fire hydrants, valves and other appurtenances, trenching, backfilling, trench resurfacing and removing and replacing of the affected existing improvements. The cost of this water main project is funded with the Water Division's FY 2014 Capital Improvement Program budget within the Water Enterprise Fund.
Public Works Department staff prepared general construction documents for the 14" water main installation in Willow Avenue between Teague and Yeargin Avenues and in Shepherd Avenue between Winery and Willow Avenues.
The Notice Inviting Bids was published in the Business Journal on March 7, 2014, and posted on the City's website and faxed to twelve (12) building exchanges. The plans and specifications were distributed to thirteen (13) prospective bidders. Ten (10) sealed bid proposals were received and opened in a public bid opening on April 15, 2014. Bids ranged from $529,604.50 to 688,963.75. Floyd Johnston Construction Co., Inc., of Clovis, California submitted the lowest bid in the amount of $529,604.50. Floyd Johnston Construction Co., Inc., of Clovis, California is deemed to be the lowest responsive and responsible bidder for the project. Bids will expire in 64 days from the bid opening on June 18, 2014.
ENVIRONMENTAL FINDINGS
Staff has performed a preliminary environmental assessment of this project and has determined that it falls within the Categorical Exemption under Section 15332 Class 32 of the CEQA Guidelines which exempts projects as set forth. Section 15332/Class 32 exempts from the provisions of CEQA, construction of projects characterized as in-fill development meeting the following conditions: a) the project is consistent with the applicable General Plan designation and all applicable general plan policies as well as with applicable zoning designation and regulations, b) the proposed development occurs within city limits on a project site of no more than five acres (site is only 0.32 acres) and is substantially surrounded by urban uses, c) the project site has no value as habitat for endangered, rare or threatened species, d) approval of the project would not result in any significant effects relating to traffic, noise, air quality, or water quality, and e) the site can be adequately served by all required utilities and public services.
LOCAL PREFERENCE
The second lowest bidder's bid price exceeds the maximum of $1,000 allowed in the Fresno Municipal Code Section 4-108.
FISCAL IMPACT
The entire cost of this water main project is funded with the Water Division's FY 2014 Capital Improvement Program budget within the Water Enterprise Fund with no impact to the General Fund.
