SCHAEFER, Community Recreation Supervisor II Parks, After School, Recreation and Community Services Department SUBJECT ..Title Approval of an operational services agreement for secondary agency at the California and Elm facility between the West Fresno Family Resource Center (WFFRC) and the City of Fresno Parks, After School, Recreation and Community Services Department ..Body RECOMMENDATION Staff recommends that the City Council approve the attached operational services agreement for a term of three (3) years with the West Fresno Family Resource Center (WFFRC) to assist in programming at the City of Fresno California and Elm Community Center/Gym (CECCG) at 1802 E. California Ave. With the operational services lease agreement, a coalition partnership will form between WFFRC, St. Rest Baptist Church (SRBC) and the Parks, After School, Recreation and Community Services Department (PARCS) to provide service at the CECCG. EXECUTIVE SUMMARY Due to ongoing economic impacts to General Fund revenue, which is the primary funding source for neighborhood recreation centers, the Department has partnered with Community Based Organization (CBO's) to provide programming at various neighborhood community centers to supplement and enhance activities normally sponsored by PARCS. PARCS invested resources into the CECCG in FY 14, but will need additional resources in FY 15 to fully operate the facility. The Department was recently approached by WFFRC, a CBO that currently provides family services and youth development programming in West Fresno, and specifically at the CECCG facility, with an opportunity to become a Secondary Agency with other community stakeholders including the SRBC. The partnership would enable PARCS to offer a diverse and comprehensive array of programming at the site. The goal of this coalition partnership is for the CECCG facility to become a "one-stop shop" for the community by working with other agencies to provide service designed to meet the needs of families that reside in the 93706 zip code area. BACKGROUND The CECCG contains a large field house gymnasium (2 courts), male and female locker rooms, computer lab, industrial size kitchen, dual purpose/meeting rooms and future designated green space. The total square footage of the facility is 18,710. The gym recently opened to the community in October of 2013. The CECCG holds the potential to be a "one stop shop" for community support services and recreational activity in the West Fresno area. WFFRC is going to partner with additional community service providers to offer diverse and dynamic programming. The partnership will enable CBO's to bring their areas of expertise and programming to CECCG in order to better serve the community. The CECCG coalition partnership group that will operate the center is made up of WFFRC, SRBC and PARCS. WFFRC and SRBC have been community cornerstones in Southwest Fresno for over a decade. The coalition partnership will provide programming and a presence at the site five (5) days a week. Programming will be provided by the coalition partners in their areas of expertise. For the past eleven years, WFFRC has empowered families and children in Southwest Fresno, a low income underserved community, to achieve optimal health and well-being. The WFFRC is led by Executive Director Yolanda Randles, who is committed to empowering citizens and families within the community. WFFRC is a trusted and respected partner in the West Fresno community and is made up of a team of culturally-sensitive professionals who provide an array of services. WFFRC services are based on five (5) pathways to prevention: 1) Children are nurtured, safe and engaged 2) Families are strong and connected 3) Families have access to services and support 4) Substance abuse and mental health addressed 5) Communities are caring and responsive. The WFFRC has served as an advocacy organization for the West Fresno Community and is an ideal partner for the CECCG coalition. The SRBC, located at 1550 E. Riggins Ave., has been a community leader in Southwest Fresno since 1944. The Church is currently led by Pastor David J. Criner, who is committed to involvement, support and affecting positive change in the community. The mission of St. Rest Baptist Church is to transform the community by providing relevant ministries that speak to the mind, body and soul of humankind. SRBC is a house of hope for the down trodden, abused, neglected, and assists with those in need of care. SRBC goal is to create leaders in the community. SRBC is focused on economic and emotional development. Coalition partners will provide programming service under the following guidelines: * WFFRC will provide staff and programming by providing services at the facility that support families and provide resources and referrals for those that are in need in an operational services agreement. * The St. Rest Baptist Church will provide staff and programming at the facility in partnership with WFFRC. * The PARCS Department will provide programming in the areas of health and fitness, recreation, science, volunteer opportunities, arts and crafts and community gardening. ENVIRONMENTAL FINDINGS N/A LOCAL PREFERENCE N/A due to State money. FISCAL IMPACT The WFFRC will provide programming service to offset the cost associated with usage of the facility.
