RECOMMENDATIONS
Staff recommends that the City Council adopt the 29th Amendment to the Annual Appropriation Resolution (AAR) No. 2019-133 to appropriate $85,000 for a new capital improvement project, the Trail Network Wayfinding Plan Project, in the Public Works Department.
EXECUTIVE SUMMARY
Staff is preparing to initiate the development of a Trail Network Wayfinding Plan, which is funded from State grants and other local sources. The project was awarded State funds through the Sustainable Transportation Planning Grant Program administered through the California Department of Transportation (Caltrans). Staff recommends Council adopt the amendment to the AAR in order to provide appropriations in the Public Works FY2020 Capital Budget to sufficiently cover anticipated expenditures.
BACKGROUND
Staff is seeking Council approval of the attached AAR amendment which will appropriate funding for a new capital project. The project is funded via the Sustainable Transportation Planning Grant Program with a total project cost of $133,300 with $85,000 of appropriations being requested for the current FY2020 expenditures. The remaining project cost of $48,300 will be included in the proposed FY2021 and FY2022 capital improvement budget.
The Travel by Trail, Fresno! Trail Network Wayfinding, Promotion and Connectivity Plan includes development of a Wayfinding Plan for Fresno's trail network. The Department of Public Works submitted the grant application for this project in November 2018 per City Council Resolution No. 2018-276 which was adopted on November 29, 2019. The application was conditionally awarded grant funding in May 2019. All Conditions of Grant Acceptance were met and the grant was authorized to begin effective November 18, 2019.
ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act Guidelines Section 15378 this item does not qualify as a project as defined by the California Environmental Quality Act.
LOCAL PREFERENCE
Local preference does not apply to the project included in this report, as this is a budget item only. Local preference (if applicable) will be considered at the time of contract award.
FISCAL IMPACT
This Project will have no fiscal impact to the General Fund. The Project is fully funded by a grant from the State of California Sustainable Transportation Planning Grant Program and local Measure "C" Trail funds. See attached Resolution for specific funds and associated costs.
