RUBALCAVA, Senior Management Analyst Department of Transportation SUBJECT ..Title Approve award of a two-year requirements contract, with options for three one-year extensions, to LNI Custom Manufacturing, Inc., a Hawthorne, California-based company, for the purchase of BRT shelters, in the amount of $310,968 (Bid File 9545) ..Body RECOMMENDATION Staff recommends Council award a two-year requirements contract, with options for three one-year extensions, to LNI Custom Manufacturing, Inc., a Hawthorne, California-based company, for the purchase of BRT Shelters in the amount of $310,968. EXECUTIVE SUMMARY FAX launched BRT Route 1 service in February 2018. The BRT route consists of 52 bus stations along the Blackstone and Kings Canyon/Ventura Avenue corridor. Each station is outfitted with custom bus shelters, amenities, security camera, ticket vending machines (TVM), and communication equipment. FAX seeks to procure and store spare BRT shelters to facilitate the replacement of amenities in the event of catastrophic damage, such as a vehicle collision. BACKGROUND FAX launched BRT Route 1 service in February 2018, consisting of 52 bus stations along the Blackstone and Kings Canyon/Ventura Avenue corridor. Each BRT station includes custom bus shelters, passenger amenities, security cameras, TVMs, and communication equipment. Since launch of the new service, there have been two separate instances of vehicle collisions with the BRT station. The first incident severally damaged a TVM, and the second incident damaged a communication cabinet and "Q" logo icon/map case. FAX seeks to procure and store spare BRT shelters to facilitate the replacement of amenities in the event of further damage to the stations. Bids were solicited for this project on June 3, 2020, and advertised in the Fresno Business Journal. The Notice Inviting Bids was sent to ten building exchanges and specifications were distributed to 13 potential bidders. Three sealed bid proposals were received and publicly opened on June 30, 2020. Staff found two proposals to be responsive and responsible to the solicitation. The City Attorney has reviewed and approved the contract as to form. ENVIRONMENTAL FINDING By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of this contract does not qualify as a project as defined by CEQA. LOCAL PREFERENCE Local preference not applicable as federal funding precludes the use of local preference. FISCAL IMPACT This project has no fiscal impact to the General Fund. This requirements contract will be funded by the FTA Very Small Starts Grant and FTA 5307 grants. Attachment: Bid Eval 9545
