***RESOLUTION - 13th Amendment to the Annual Appropriation Resolution (AAR) No 2021-178 to appropriate $377,700 for the joint training program between Fresno City College (State Center Community College) and the Fresno Fire Department (Requires 5 Affirmative Votes) (Subject to Mayor's Veto).

RECOMMENDATION
It is recommended Council approve the 13th Amendment to the AAR No. 2021-178 establishing appropriations in the amount of $377,700 for Fiscal Year 2022 in accordance with the joint reimbursable training program contract between the Fresno City Fire Department and Fresno City College.
EXECUTIVE SUMMARY
Fresno Fire Department provides certain facilities and instruction personnel in accordance with the joint training program. Fresno City College receives funding from the State through a state apportionment program and reimburses the Fresno Fire Department for said services and use of facilities. The fund has $314,600 in net program revenues carried over from Fiscal Year 2021 to Fiscal Year 2022. In addition, the Fire Department is also appropriating $63,100 of actual revenues received in Fiscal Year 2022. Appropriations of $377,700 with this resolution in Fiscal Year 2022 will leave the fund with a desired $25,000 cash reserve at the end of the fiscal year.
BACKGROUND
On March 4, 2021 (ID 21-119), City Council approved a one year joint instructional training contract, with two, one-year extensions between the City of Fresno Fire Department and Fresno City College. Under the terms of the contract, the Fresno Fire Department provides certain training facilities, provides expert instructors, and assists the college in ensuring training standards are met for student participants. Though these training contracts are renewed every few years, the program has been in place for the past nine plus years and has been invaluable to the Fire Department and Fresno City College.
Fresno City College receives funding through a state allocation program which is apportioned to the Fresno Fire Department based on instructional assistance. As a result of instruction provided, the Fresno Fire Department received net revenues of $226,300 in Fiscal Year 2021 to reimburse for incurred training expenses. In addition, the training fund had a carryover of $88,300 from Fiscal Year 2020. $402,700 is available to appropriate for current year safety related programs associated with the contract. However, $25,000 of the revenues will remain in the program fund for future use and will be appropriated at a future time. Accordingly, $377,700 is requested for appropriation at this time.
ENVIRONMENTAL FINDINGS
Appropriation of funds is not a project for purposes of CEQA.
LOCAL PREFERENCE
Local preference was not implemented because this is not an award of a contract.
FISCAL IMPACT
There will be no General Fund impact. Revenues provided by the contract with Fresno City College offset all associated costs incurred by the Fresno Fire Department.
