REPORT TO THE HISTORIC PRESERVATION COMMISSION July 25, 2022 FROM: JENNIFER CLARK, Director Planning and Development Department SUBJECT ..Title WORKSHOP regarding the Commissioners' recommendations for the Mayor's budget of $150,000 for historic district studies ..Body EXECUTIVE SUMMARY On June 30, 2022, the City Council approved the FY2023 Budget. As a part of the budget, $150,000 was allocated to conduct historic district surveys. It is anticipated that this budget could update 2-5 small potential districts which have surveys or conduct 1-2 new surveys for small areas without pre-existing research. BACKGROUND There are 25 proposed historic districts on the Commissions desired list. Of these, five were prioritized by the Commission on October 25, 2021. In priority order these are: 1. Chinatown Historic District 2. Thematic Survey of Blackstone Avenue - mid-century modernism historic context 3. Historic Warehouse District 4. Yosemite Avenue Historic District 5. Hitching Post Thematic Historic District The City intends to issue a request for proposals from qualified consulting firms to update the districts within the approved budget of $150,000. This update will include renewed surveys to be used for the creation of new districts, public outreach to property owners in the district, hearings with historic preservation commission and city council. The five priority areas have previously been surveyed between the years 2006-2013. All will require updates. It is unlikely an area such as Blackstone could be completed within the allocated budget. Others such as Yosemite Avenue or the Hitching Post Thematic Historic District could be completed at a lower cost. CONCLUSION If the commission desires to keep its current priority list, staff will proceed with the Request for Proposals. If the Commission desires to re-rank the priority list, it can do so as advisory to staff. The City will issue the RFQ with "bid alternatives" which will allow the Commission to select the number that can be completed within the funding availability.
