MORRISON, PE, Assistant Director Public Works Department, Engineering Division GARINE KENDOYAN, Engineer I Public Works Department, Transportation Project Management SUBJECT ..Title Approve an agreement for Professional Engineering Services with Peters Engineering Group for $51,790, with a $5,000 contingency, for design and construction support services for the Shaw Avenue Lighting Project from Cedar Avenue to Chestnut Avenue (Council District 4) ..Body RECOMMENDATION Staff recommends the City Council approve an agreement for professional engineering services with Peters Engineering Group for $51,790, with a $5,000 contingency, for design and construction support services for the Shaw Avenue Lighting Project and authorize the Public Works Director or designee to execute the agreement on behalf of the City of Fresno. EXECUTIVE SUMMARY The Shaw Avenue Lighting Project will improve lighting and visibility along the north side of Shaw Avenue from Cedar Avenue to Chestnut Avenue by installing LED fixtures and replacing existing wooden poles with steel poles. The subject consultant agreement, in the amount of $51,790, with a $5,000 contingency, will facilitate the design and construction support services necessary to complete the project. The project is funded with Federal funds through the Federal Surface Transportation Block Grant Program (STBG), administered through the California Department of Transportation (Caltrans) on behalf of the Federal Highway Administration. BACKGROUND The City of Fresno Public Works Department, in coordination with Fresno State, has identified a need for the Shaw Avenue Streetlight project which will improve lighting and visibility along the north side of Shaw Avenue from Cedar Avenue to Chestnut Avenue. This will be accomplished by updating six existing steel poles with LED luminaries, undergrounding electrical conduits, adding two new steel poles with LED fixtures, and replacing thirty existing wooden poles with steel poles and LED fixtures to meet current standards. Fixture luminaires that illuminate both street and sidewalk will also be installed to enhance visibility for vehicles and pedestrians. In May 2020, the City of Fresno applied for the Federal STBG grant for the design and construction phase of this project. In November 2020, the City received authorization to proceed with preliminary engineering. The STBG funding is administered by Caltrans on behalf of the Federal Highway Administration. In accordance with the Administrative Order 6-19, staff sent out requests for Statement of Qualifications (SOQs) on March 11, 2022, via Planet Bids and the Business Journal. The RFQ was advertised for nine weeks. Two (2) Statement of Qualifications were received, and staff interviewed the two (2) qualified respondents in May 2022. Peters Engineering Group was determined to be most qualified and responsive. Staff negotiated a fee of $51,790 with a $5,000 contingency, for the preparation of plans, specifications, cost estimates, bidding support services and construction support services for this project. Staff is recommending City Council approve the agreement with Peters Engineering Group for $51,790, with a $5,000 contingency, for the Shaw Avenue Lighting Project from Cedar Avenue to Chestnut Avenue and authorize the Public Works Director or designee, to sign and execute the contract on behalf of the City. The City Attorney's Office has reviewed and approved as to form. ENVIRONMENTAL FINDINGS By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of this contract does not qualify as a "project." LOCAL PREFERENCE Local preference was not implemented for this project due to it being funded through a Federal STBG program, which precludes local preference. FISCAL IMPACT The Shaw Avenue Lighting Project from Cedar Avenue to Chestnut Avenue is located in Council District 4. This project will not impact the General Fund. This project is funded with a Federal STBG grant and administered by Caltrans on behalf of the Federal Highway Administration.
