EXECUTIVE SUMMARY The Planning Commission currently has two vacancies. The Mayor's Office is providing the appointment of Kathy Bray for consideration. The Planning Commission has recently struggled to reach a quorum for several important agenda items, and there is a sense of urgency to fill vacancies. Ms. Bray is a former Planning Commissioner, who has served for a number of years on the Commission, with several acting as Chair. She has also served on a specific plan committee, has excellent knowledge of planning practices, has attended statewide planning training and is a resident of District 7. Ms. Bray's background, expertise, and previous years of service in this role make her an ideal appointment for the Planning Commission. The approval of this appointment by the City Council would ensure a seamless transition in an expedited manner. The approval of Ms. Bray would also help prevent future quorum issues for the Planning Commission and the residents and businesses of Fresno who depend on timely consideration of important agenda items.
