REPORT TO THE HISTORIC PRESERVATION COMMISSION May 23, 2022 FROM: JENNIFER CLARK, Director Planning and Development Department BY: ALICIA GONZALES, Historic Preservation Specialist Planning and Development Department SUBJECT ..Title HEARING TO CONSIDER AND MAKE FINDINGS on application B22-03490 for the reroof to the Ed & Chrissie Riggins Home, a Contributing Resource to the Wilson Island Historic District located at 655 E. Pine Avenue (APN 45111107). STAFF RECOMMENDATION: Staff recommends that the Historic Preservation Commission (HPC) take the following actions: 1. ADOPT finding of Categorical Exemption pursuant to Section 15331/Class 31 of the California Environmental Quality Act guidelines 2. APPROVE: Application B22-03490 for the removal and reroof the Ed & Chrissie Riggins Home a Contributing Resource to the Wilson Island Historic District located at 655 E. Pine Avenue (APN 45111107) subject to conditions. ..Body EXECUTIVE SUMMARY On behalf of the owners, Georgie Betita of Trust-All Roofing filed application B22-03490 on March 18th, 2022, and it was distributed for review on March 21, 2022. The Commission will consider the scope of work for the re-roof to a Contributing Resource within Wilson Island Historic District. a) Staff will be allowed to photograph before, during, and upon completion of the project; and b) Any changes to the approved project will be submitted to the Historic Preservation Specialist prior to the commencement of any related work. BACKGROUND Wilson Island Historic District is located in Fresno's Tower District and is bound by N. Echo Ave. on the west, E. Carmen Ave. on the north, the northern side of E. Floradora Ave. on the south and the back side of the commercial lots on N. Wishon Ave. The Ed & Chrissie Riggins Home is one of eighty contributing properties which make up the Wilson Island Historic District which was designated to the Local Register of Historic Resources by the City Council 2009 per Resolution 2009-227. The Wilson Island Historic District is recognized for its mix of architectural designs which include Upright & Wing, Craftsman Bungalow, Prairie, Tudor Revival, Spanish Revival, Colonial Revival, Spanish Eclectic, Craftsman Cottage, Craftsman Airplane Bungalow, Italian Renaissance, Arts & Crafts, Minimal Traditional, Neoclassical, Period Revival, Ranch, Mission, and Hybrids. Additionally, several homes were designed by prominent architects and firms including Charles Butner, William D. Coates, Richard F. Felchlin, Fred Swartz, C.J. Ryland, Taylor-Wheeler Builders, Harrison B. Traver and Manoog Manoogian. The Ed & Chrissie Riggins Home [b.1929] located at 655 E. Pine Ave., Fresno CA 93728 (APN 45111107) in the Wilson Island Historic District. The Riggins Home is a square plan complex which primary elevation faces south toward E. Pine Ave. The Riggins Home is a 2-story Tudor Revival style home. The exterior has smooth stucco cladding with decorative wood strapwork. Character defining features include the steeply pitched hip roof with projecting gable ended bay that has a cantilevered second story. A tall vertical diamond paned window which is articulated with decorative strapwork, is slightly cantilever with an interesting tile vent underneath it. The front door is offset and double hung sash with fixed transoms are new replacements. The building is approximately 3,026 square foot building and on 0.26-acre lot. The period of significance identified for this property is 1929. The building was formally evaluated in 2009 as a part of the Historic Property Survey Report and Local Historic District Nomination for Wilson Island. The property is a Contributing Resource to the Wilson Island Historic District. Project Proposal On behalf of the owners, Georgie Betita of Trust-All Roofing filed application B22-03490 on March 18th, 2022. The project proposes the removal and replacement of Transite asbestos tiles laid over cedar shingles and installation of a 7/16-inch OSB Malarkey 30 Year Dimensional Cool Shingle System in the color Moonlit black. Project Analysis The Ed & Chrissie Riggins Home located at 655 E. Pine Ave. is a contributing resource within the Wilson Island Historic district therefore any proposed project with a scope of work which proposed substantial alteration to the resources is subject to review by the Commission pursuant to FMC Section 12-1618.The proposed scope of work will not adversely affect the architectural style of the existing roof line or any character defining features of the historic resource. The removal and replacement of the roof is consistent with FMC section 12-1626 Minimum Maintenance standard and The Secretary of the Interior Standard 6 and Standard 9. Standard and 9 are applicable because the proposed project suggests replacing deteriorated features which will match the design, color, and texture in-kind and are compatible with the historic integrity of the property. Notice of Historic Preservation Commission Hearing In accordance with Section 12-1618 of the FMC, the Planning and Development Department mailed notices of this Commission hearing to surrounding property owners within 2,000 feet. ENVIRONMENTAL FINDINGS If the Commission find that the proposed plans for the building appear to be consistent with the Secretary of the Interior's Standards, then the project can utilize a Categorical Exemption Class 31 which includes: "Class 31 consists of projects limited to maintenance, repair, stabilization, rehabilitation, restoration, preservation, conservation, or reconstruction of historical resources in a manner consistent with the Secretary of the Interior's Standards for the Treatment of Historic Properties...." (CEQA Guidelines, CELSOC 2006). Section 15331/31 is applicable because the proposed project is a limited replacement in kind with similar to existing materials. The proposed project is designed within the approximate size, scale, and style of the existing roof. The installation of the proposed re-roof will not permanently alter any historic or character defining features of the building. Additionally, the project is consistent with the Secretary of the Interior's Standard for the Treatment of Historic Properties. The proposed project is not expected to have a significant effect on the environment and therefore is categorically exempt and should be adopted. Further, none of the exceptions in CEQA Guidelines 15300.2 apply to this project. FRESNO MUNICIPAL CODE FINDINGS Based upon analysis of the application, the required findings made by the Historic Preservation Commission to approve application permit # B22-03490 FMC Section 12-1618 (h) are as follows: Finding 1. Can be made because the application for the proposed project meets the Secretary of the Interior Standards for Rehabilitation 1, 6 and 9. Generally the alteration is consistent with the districts design and standards by replacing the deteriorated roof in-kind, matching the color, texture, and material of the feature. Finding 2. Cannot be made because the Gregory Home is a Contributing resource to a Historic District. Finding 3. Cannot be made because this is not an in-fill. Finding 4. Cannot be made because this alteration does not correct any unsafe or dangerous conditions on stie. Finding 5. Cannot be made as there has been no evidence brought by the owner or applicant of economic hardship. Finding 6. Cannot be made because this property is a privately owned building and is not directly used to benefit the public health, safety, or welfare of the public Finding 7. Cannot be made because this property does not propose relocation of a Contributing Resource. Based upon analysis of the application, staff concludes that the required findings of FMC Section 12-1618 (h) can be made for the proposed project. These findings are attached. CONCLUSION The appropriateness of the proposed project has been examined with respect to its consistency to the Fresno Municipal Code (FMC) Section 12-1618, the California Historical Building Code (CHBC) (Title 24, Part 8), The Secretary of the Interior's Standards for Rehabilitation and The Secretary of the Interior's Guidelines for the Treatment of Historic Properties. The proposed project has been descried and analyzed above and by the accompanying environmental assessment. Staff recommends that the Historic Preservation Commission (HPC) Approve application B22-03490 for the re-roof to the Ed & Chrissie Riggins Home a Contributing Resource to the Wilson Island Historic District located at 655 E. Pine Avenue (APN 45111107).
