REPORT TO THE CITY COUNCIL FROM: JOE VARGAS, Director Department of Transportation BY: BRIAN BARR, Assistant Director Department of Transportation SUBJECT ..Title Approve the award of a purchase contract to PB Loader Corporation of Fresno, California, for the purchase of one Western Star 4700SB dump truck in the amount of $189,732, for the Department of Parks, After School, Recreation & Community Service ..Body RECOMMENDATION Staff recommends Council approve the award of a purchase contract to PB Loader Corporation of Fresno, California, for the purchase of one Western Star 4700SB dump truck in the amount of $189,732. EXECUTIVE SUMMARY The Department of Parks, After School, Recreation & Community Service (PARCS), Parks Planned Maintenance Division seeks to purchase one Western Star 4700SB dump truck to transport dirt, gravel, green waste, trash, and other material as needed to maintain all parks within the City of Fresno. The new dump truck will be purchased as a replacement through a competitively solicited cooperative procurement process administered by Sourcewell, formerly the National Joint Powers Alliance (NJPA). BACKGROUND PARCS, Parks Planned Maintenance Division is responsible for maintaining 1,500 acres of city parks, trails, and facilities to offer the public access to maintained green space for leisure and recreation. As park trails, fields, and baseball diamonds degrade, the PARCS Department rehabilitates them back to a safe and useable condition by removing green waste, grading land, and replenishing dirt where erosion has occurred. This maintenance treatment is performed quarterly by the PARCS Department utilizing tractors, skid steers, and dump trucks. The new Western Star 4700SB dump truck will be built to a specification similar to the unit identified for replacement, upgraded with the latest technology to offer superior maneuverability, visibility, and performance. The new truck will also be compliant to the applicable US 2010 emissions standard, while providing improved fuel economy and power. The truck identified for replacement is on a 10 year or 100,000-mile replacement schedule, which has been established by the Municipal Fleet Division as the optimum replacement time. The unit identified for replacement is 13 years old and has exceeded its useful life. The Municipal Fleet Division recommends replacement based on the age and condition of the equipment. The new unit will be purchased through a competitively solicited cooperative procurement process administered by Sourcewell, formerly the National Joint Powers Alliance (NJPA). The purchase price is $189,732 this price includes the Sourcewell cooperative purchasing discount applied to City purchases as well as local sales tax at 8.35%. The Purchasing Division has approved this contract and recommends Council to approve. The City Attorney has reviewed and approved to form. ENVIRONMENTAL FINDINGS By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of this contract does not qualify as a "project" as defined by CEQA. LOCAL PREFERENCE Local preference is not applicable. The City is not issuing a request for quote for this cooperative purchase agreement; however, the business is located in Fresno. FISCAL IMPACT General funds will be used to purchase these items. The funding to cover the purchase cost of the Western Star 4700SB dump truck has been included in the FY2021 adopted budget under the operations of PARCS Parks Planned Maintenance Division. As the start of the FY2021 fiscal year was delayed due to uncertain tax revenues, equipment acquisitions began after Council approved the budget in October of 2020. This resulted in a shorter than typical schedule to procure acquisitions typically achieved within a 12-month period. Therefore, this funding was not spent in FY2021 and if approved, the FY2021 funds will be re-appropriated to FY2022 to complete these acquisitions.
