Staff recommends Council approve the award of a purchase contract to PB Loader Corporation of Fresno, California for the purchase of one Model L-250-CT PB Loader in the amount of $376,376.00.
EXECUTIVE SUMMARY
The Department of Public Works (DPW), Landscape Maintenance Division seeks to purchase one Model L-250-CT PB Loader truck to replace an existing unit of similar specifications. This piece of equipment plays a key role in maintenance projects by efficiently removing brush, rocks, and soil materials from repair sites throughout the city. The existing unit has been in service 15 years, incurred 170,000 miles, and well exceeded its useful life which has been established as 10 years or 100,000 miles. The Fleet Management Division recommends this purchase based on mileage and age. The replacement unit will be purchased through a competitively solicited cooperative procurement process administered by Sourcewell, formerly the National Joint Powers Alliance (NJPA).
BACKGROUND
The Department of Public Works, Landscape Maintenance Division is responsible for maintaining 300 miles of city median islands, 11 pedestrian walking tails, and over 200,000 trees. Along with planting trees and maintaining green space, the landscape team is tasked with clearing debris, moving dirt, and hauling off tree trimmings.
The Division currently uses a PB loader truck to efficiently remove material from repair sites throughout the city. It is a dual-purpose dump truck and loader that can pick up material with its incorporated front bucket and drop the material into the rear dump body. The design allows one piece of equipment to do the same type of job normally done by a dump truck, loader, and trailer. The unit is more maneuverable than a truck and trailer on tight city streets, eliminates unloading/loading time required when using a dump truck/loader/trailer combination allowing it to immediately start working upon arriving at the site. The new unit will be built on the proven Peterbilt 520 chassis, updated with the latest emissions technology, exceeding the US 2010 emissions standard.
The truck identified for replacement is on a 10 year or 100,000 miles replacement schedule which has been established by the Fleet Management Division as the optimum replacement time. Currently the truck is 15 years old and has 170,000 miles. This truck has now well exceeded its cost-effective life span and has been incurring significant repair costs. Staff recommends replacement of this unit based on age and condition.
The truck will be purchased through a competitively solicited cooperative procurement process administered by Sourcewell, formerly the National Joint Powers Alliance (NJPA). The purchase contract will be awarded to PB Loader Corporation of Fresno, California. The total purchase price is $376,376.00. This price includes the Sourcewell cooperative purchasing discount applied to City purchases as well as sales tax at 8.35%. The Purchasing Department has approved this contract and recommends Council to approve. The City Attorney has reviewed and approved to form.
ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of this contract does not qualify as a "project" as defined by CEQA.
LOCAL PREFERENCE
Local preference is not applicable. The City is not issuing a request for quote for this cooperative purchase agreement, however the business is located in Fresno.
FISCAL IMPACT
No general funds will be used to purchase these items. The funding to cover the purchase cost of the PB Loader truck has been included in the FY2022 adopted budget under the operations of the DPW, Landscape Maintenance Division. The source of funding for this project is the Community Sanitation Operating Fund.
