Nunley & Associates, Inc., to extend the term of the agreement to December 30, 2025, for the Fresno-Clovis Regional Wastewater Reclamation Facility Bar Screen Optimization Study (Council District 3). ..Body RECOMMENDATION Staff recommends the City Council approve the Second Amendment to the Consultant Services Agreement (Agreement) with Michael K. Nunley & Associates, Inc. (Consultant), to extend the term of the Agreement from October 31, 2024 to December 30, 2025, for services related to the Fresno-Clovis Regional Wastewater Reclamation Facility (RWRF) Bar Screen Optimization Study; and authorize the Director of Public Utilities, or designee, to sign the Amendment on behalf of the City of Fresno (City). EXECUTIVE SUMMARY The Fresno-Clovis RWRF headworks bar screens are reaching the end of useful life and require replacement. Wastewater screening technology has advanced considerably since the bar screens were originally installed in the early 1990s and a study is necessary to select a screening technology that will provide the most efficiency to plant operations. On June 1, 2023, the City entered into an Agreement with the Consultant to prepare the RWRF Bar Screen Optimization Study (Project). The Agreement is currently set to expire on October 31, 2024 and additional time is needed for the Consultant to complete the Project. This Second Amendment will extend the term of the Agreement to December 30, 2025, without changing the overall compensation of the Agreement. BACKGROUND The Fresno-Clovis RWRF treatment process begins at the headworks facility, where the wastewater first passes through 3/4-inch bar screens, then through grit removal basins to remove inert solids before proceeding to the other treatment processes within the RWRF. The existing bar screens that were installed during the 1994 headworks construction project are reaching the end of useful life and need to be replaced. Wastewater screening technology has advanced considerably since the bar screens were installed, and a study is needed to analyze bar screen performance, explore potential improvements to the screening system, evaluate different screening technologies, estimate potential savings to operations and maintenance for different technologies, and recommend a technology for replacement. On June 1, 2023 the Department of Public Utilities executed a Consultant Services Agreement with Michael K. Nunley & Associates, Inc., to prepare the RWRF Bar Screen Optimization Study. The Agreement was negotiated in the amount of $70,500, with a $10,000 contingency, and an expiration date of June 30, 2024. The First Amendment extended the term of the Agreement from June 30, 2024 to October 31, 2024, to allow the Consultant additional time to evaluate and compile all the data provided to them. Additional time is required to complete those activities and provide the Consultant time to present their findings. The Second Amendment will extend the term of the Agreement from October 31, 2024, to December 30, 2025. Additional compensation to the Consultant will not be required. The City Attorney has reviewed the Second Amendment and approved it as to form. ENVIRONMENTAL FINDINGS The Fresno-Clovis Regional Wastewater Reclamation Facility Bar Screen Optimization Study is not a "project" as defined by Section 15378 of the California Environmental Quality Act. LOCAL PREFERENCE Local Preference was not implemented because this is an amendment to an existing Consultant Services Agreement. FISCAL IMPACT There is no impact to the General Fund. Funding for the design contract was previously encumbered, and other ongoing Project costs will use funds appropriated in the Fiscal Year 2025 Wastewater Enterprise Fund 40501.
