RECOMMENDATION
Staff recommends that the City Council approve and authorize the Director of Aviation to execute a three-year contract with GCR, Inc., dba Tadera for continuation of software services related to the Airports Department (Airports) use of GCR's Airport Business Revenue Management (ABRM) software. Contract costs start at $60,000 the first year and increase 5% the following two years.
EXECUTIVE SUMMARY
Airports has been using GCRs property, contract management, and billing software, commonly known in the airport industry as ABRM, continuously since 2005. This contract will provide a license for use of the software, and associated hosting, support, and other professional services in connection with the use of ABRM. The contract also includes a two-month gap coverage payment to align the contract year with Airports' fiscal year.
BACKGROUND
Airports manages and oversees more than 1,000 active agreements for Fresno Yosemite International Airport (FAT) and Fresno Chandler Executive Airport (FCH). These agreements include leases for airlines, concessions, rental cars, ground leases, permits, badging accounts, charters, and hangars. GCR's ABRM software is geared specifically to airports and is different from typical lease and property management software. ABRM is vital to the operation of Airports Administration since it is used by multiple divisions due to the software's modules that allow for the management of tenants and facilities, storing aeronautical activity statistics, utility management, and revenue management in one place.
GCR was selected as the most qualified service provider after Airports issued a Request for Proposals for an airport property and billing software program in 2005. GCR's ABRM software continues to meet the needs of Airports. In 2017, Airports and GCR entered into a contract that upgraded the software to its latest version at the time, the contract included hosting databases on a cloud-based system, and related licensing, maintenance, and services. The 2017 contract expired on April 30, 2024. This new contract will provide for continued licensing, hosting, and support for Airports' use of ABRM. To align the new contract to Airports' fiscal year calendar, GCR will bill Airports $5,140 for May and June 2024 coverage. The anticipated annual cost during the three (3) year term is $60,000 in FY25; $63,000 in FY26; and $66,150 in FY27, for an agreement total of $194,120.
ABRM is a federally compliant software that meets the requirements for GASB 87 reporting.
The City Attorney's Office has reviewed and approved the agreement as to form. Risk Management has reviewed and approved the agreement's insurance requirements.
ENVIRONMENTAL FINDINGS
This amendment is not a "project" for the purpose CEQA pursuant to CEQA Guidelines Section 15378.
LOCAL PREFERENCE
Local preference is not applicable to this Project because GCR is uniquely qualified.
FISCAL IMPACT
There is no impact to the General Fund or the ratepayers of the City of Fresno from this item. Funds from the Airports Enterprise Fund are available for the two-month gap coverage payment. Funding for contract year one is included in the Airports Department FY25 proposed budget. Funding for subsequent years will be budgeted in future fiscal year budgets.
