MULHALL, CASp, Projects Administrator Department of Transportation JOHN TURNIPSEED, Project Manager Department of Transportation SUBJECT ..Title Award a Professional Engineering Services agreement to Provost & Pritchard Consulting Group (Provost & Pritchard) in an amount not to exceed $112,922.22 for the design of up to nineteen (19) bus stops to achieve Americans with Disability Act (ADA) compliance and provide transit-related amenities (TRA) in accordance with the Affordable Housing and Sustainable Communities (AHSC) Program (Bid File 12601691) ..Body RECOMMENDATION Staff recommends Council award a Professional Engineering Services agreement to Provost & Pritchard in an amount not to exceed $112,922.22 for the design of up to nineteen (19) bus stops to achieve ADA compliance and provide TRA in accordance with the AHSC Program (Bid File 12601691). The Department of Transportation/Fresno Area Express (FAX), seeks to award a contract to deliver full design services for up to nineteen (19) standard bus stops located throughout the FAX service area, per City of Fresno standard drawings. These design drawings will lead to construction to remediate ADA deficiencies and provide TRA in accordance with the AHSC Program. A Request for Qualifications (RFQ) was issued on April 1, 2026 via Bid File Number 12601691, which resulted in three proposal submissions. The Selection Committee evaluated the proposals based on four criteria listed in the RFQ. After careful examination, the Selection Committee recommended Provost & Pritchard for award. BACKGROUND On March 30, 2023, Council approved a Memorandum of Understanding between the City of Fresno and UP Holdings, LLC for the construction of sustainable transportation infrastructure and TRA pursuant to UP Holdings' AHSC Program. The AHSC was created by Senate Bill 862 in 2014 to reduce greenhouse gas emissions through projects that implement land use, housing, transportation, and agricultural land preservation practices to support infill and compact development. The AHSC Program is funded by the Greenhouse Gas Reduction Fund (GGRF), otherwise known as the auction proceeds derived from California's Cap-and-Trade program (now known as Cap-and-Invest), or California Climate Investments. The AHSC Program funds projects that increase the supply of affordable places to live near jobs, stores, transit, and other daily needs. The goal of the AHSC Program is to reduce personal vehicle use by funding affordable housing projects that make it easier for residents to get out of their cars and walk, bike, or take public transit. The AHSC Program explicitly funds projects through affordable housing loans, and capital grants for housing-related infrastructure, sustainable transportation infrastructure, TRA, and other related programs. This project includes upgrading existing bus stops to ensure full ADA compliance and improve accessibility for all riders. Enhancements will incorporate eligible TRA such as new shelters, benches, trash receptacles, improved lighting, and updated signage. Together, these upgrades create safer, more comfortable, and more user-friendly transit spaces that support increased mobility and system attractiveness, and encourage greater use of public transportation within the City of Fresno. An RFQ was published to Planet Bids and in the Business Journal on April 1, 2026 under Bid File Number 12601691. Proposal submissions were due on April 27, 2026. Three firms submitted proposals. The technical review of the proposals was held on April 28, 2026, in accordance with the Committee process and evaluation criteria outlined in the solicitation, which were approach to work, qualifications of key personnel, past performance and experience, and references. Provost & Pritchard was determined to be the most qualified firm to perform the work, and their proposal was deemed both responsive and responsible. In accordance with the Brooks Act procurement process, their cost proposal was requested and negotiated/reviewed only after the Committee determined they were the top-ranked qualified firm. After review of Provost & Pritchard's cost proposal, the Committee supported the recommendation for award of the contract. The City Attorney has approved the contract to form. ENVIRONMENTAL FINDING This project is not subject to CEQA at this time. LOCAL PREFERENCE Local preference was not applicable because the federal funding that supports FAX bus stop improvements precludes the use of geographical preference. FISCAL IMPACT There is no impact to the General Fund from this action. Funding is provided by the Greenhouse Gas Reduction Fund Affordable Housing and Sustainable Communities Program through the Strategic Growth Council and the California Department of Housing and Community Development.
