REPORT TO THE CITY COUNCIL FROM: MARK THORPE, Director of Aviation Airports Department By: JOSHUA CASTELLANO-GONZALEZ, Assistant Director of Finance and Administration Airports Department MELISSA GARZA-PERRY, Airports Properties Manager Airports Department SUBJECT ..Title Actions related to soliciting proposals to manage and operate Vending Concessions at Fresno Yosemite International Airport (FAT) and the Airports Department Administrative Building (Bid File 12300068) (Council District 4) Award a Concessions Agreement to WorkNow, LLC, for snack and drink vending for a three-year term with an option for two (2) one-year extensions for a total term of five years Award a Concessions Agreement to Prepango, LLC, for specialty vending for one year and then on a month-to-month basis Award a Concessions Agreement to Pharmabox, LLC., for specialty vending for one year and then on a month-to-month basis ..Body RECOMMENDATION Staff recommends that Council award the RFP for Vending Concessions at FAT and the Airport Administration Building to WorkNow LLC., Prepango, LLC., and Pharamabox, LLC., and authorize the Director of Aviation to execute all documents related to Bid File 12600068. The potential revenue of all contracts is a minimum of $2,800 annually for space rent. Total anticipated revenue during the full term of all contracts is approximately $5,000 annually in percentage fees. EXECUTIVE SUMMARY The City of Fresno, Airports Department (Airports Department), solicited proposals through the Request for Proposals (RFP) competitive bid process for both Vending Concession’s (Vending) at FAT and FCH terminals and Airports Administration building on February 4, 2026. This will be the first time that the airport has had a Vending program at the FAT terminal. It was determined that the FCH location was not appropriate at this time but could be considered at a later time. The Airport Administration office was added as an alternative location due to the removal of the FCH terminal. There are three individual Vending Agreements being requested for approval, snacks & drinks, specialty items, and health & specialty. The snacks & drinks will have a term of three years with the possibility of two one-year extensions. The specialty and health & specialty will each have a term of 1 year with the possibility of an extension on a month-to-month basis depending on sales. The current rate is $43.60 per square foot. (annually) for usable concession space. In addition, these proposed square footage rates will also be subject to annual Consumer Price Index (CPI) adjustments, which are not to exceed 5.00% annually. The Department is also proposing a 10.00% fee for all gross revenue earned by each concessionaire. The Evaluation Committee reviewed all proposals, conducted interviews with the bidders, and determined the best fit for the department based on each proposer’s bid and formal interview process. There were five vending concessionaires that were invited to participate in the vending process they were: GG Vending Inc. Pharmabox LLC Prepango LLC Swyft Inc. Worknow LLC The Evaluation Committee (Committee) was comprised of the following individuals: Joshua Castellano-Gonzalez, Assistant Director of Finance and Administration for the Airports Department; Melissa Garza-Perry, Airports Properties Manager; Michael Vasquez, Airports Properties Supervisor;; Nicholas Conley, Supervising Engineering Tech, Public Works Department; and Shannon Mulhall, Project Administrator, FAX Department; along with Dyan Ayala, Procurement Specialist, Purchasing/General Services Department as the administrator and oversaw the entire RFP process. Through a comprehensive review and interview process, guided by the Purchasing Division, the Committee determined that WorkNow, Prepango, and Pharmabox, presents the best proposal for Vending Concessions at the FAT terminal and Administration Offices. Each party met the goals and criteria set forth in this RFP that is needed to implement a new vending concessions program for FAT passengers. As the RFP process prohibits the Airports Department’s staff from communicating with any proposers prior to any award(s) being made (except for the RFP interview sessions that were conducted by the Committee), it is the Airports Department’s intention to return to Council for the approval of the final vending concession agreements. BACKGROUND This RFP for new concessions was released on February 4, 2026, It was distributed via Planet Bids as handled by the City of Fresno’s Purchasing Division (Purchasing). This RFP was also posted on FAT’s website and social media pages, in the Business Journal, and published with national airport/aviation pages such as AAAE, ACI-NA, along with Purchasing’s Planet Bids registered vendors. The goal of this RFP was to solicit proposals to provide vending concessions (snacks and specialty) experience to FAT’s passengers, employees, and public who use the facilities for commercial and general aviation flights. The RFP for F&B and N&C concessions was released on February 4, 2026, and was publicly posted on Planet Bids, and nationally through American Association of Airport Executives, and Airports Council International (ACI-NA). Proposals were originally due on March 10, 2026, but were extended to March 24, 2026, and where they were revealed in a public bid opening. Responsive and responsible proposals were received from nine (9) bidders: Blooming Beauty; Fresh2Go; GG Vending Inc.; Pharmabox LLC; Prepango LLC; Swyft Inc.; The Luxe Floral; Victory Lane Vending; and Worknow LLC. Interviews were conducted with all the bidders by the Evaluation Committee. Based on the criteria of this RFP and the bids/proposals submitted, it was determined by the Evaluation Committee that WorkNow, Prepango, LLC., and Pharmabox, LLC., are the best vending concession fit for at FAT’s terminal and Administration offices. A proposed agreement was included as part of this RFP. The Airports Department would like to move forward to award the three separate Agreements, as stated above. Locations for vending machines were a part of the RFP, while not all locations will be used, key, specific areas are targeted to have the best impact on customer service. The City Attorney’s Office has reviewed and approved the proposed Vending Concessions Agreements as to form. ENVIRONMENTAL FINDINGS This is not a "project" for the purpose of CEQA pursuant to CEQA Guidelines Section 15378. LOCAL PREFERENCE Local preference is not applicable to this Project pursuant to Fresno Municipal Code 4-109(b). FISCAL IMPACT The Vending Agreements will provide for monthly rental revenue in the form of space rental per square footage and 10% of gross revenue at each of the vending locations. All revenue will be deposited into the Airports Enterprise Fund and will contribute to the operation and maintenance of FAT. There is no impact to the General Fund or ratepayers of the City of Fresno from this item.
