REPORT TO THE CITY COUNCIL FROM: ANNALISA PEREA, Councilmember District 1, City Council BY: LAURA RIOS, Chief of Staff District 1, City Council SUBJECT ..Title ***RESOLUTION - Adopting the 25th Amendment of the Annual Appropriation Resolution No. 2026-159 to reallocate $70,000 from General Fund and appropriate $30,000 from the Community Benefit Fund for the 2027 LGBTQ Grant Program (Requires Five Affirmative Votes) (Subject to Mayor’s Veto) ..Body RECOMMENDATION It is recommended that the City Council adopt the 25th amendment to the Annual Appropriations Resolution (AAR) No. 2026-159 to reallocate $70,000 from General Fund and appropriate $30,000 from the Community Benefit Fund for the fiscal 2027 LGBTQ Grant Program. EXECUTIVE SUMMARY The proposed action will provide a total of $100,000 for the Fiscal Year 2027 LGBTQ Grant Program to support eligible community-based organizations providing programs, services, outreach, education, and resources benefiting Fresno residents. The City of Fresno has previously invested in programs and community-based organizations serving the LGBTQ community, including investments in Fiscal Years 2024 and 2025. The proposed FY 2027 program continues that commitment by providing resources to eligible community-based organizations serving Fresno residents. Community-based organizations play an important role in connecting residents with services, resources, outreach, education, and other forms of assistance. These organizations often have established relationships within the communities they serve and are positioned to respond directly to local needs. This investment also comes at a time when nonprofit and community-based organizations are navigating an increasingly uncertain funding environment, including reductions and changes in federal funding that may affect resources available for local programs and services. While City funding cannot replace federal resources, strategic local investments can help preserve community-based programs, strengthen local capacity, and maintain access to services for Fresno residents. BACKGROUND The City of Fresno has a history of supporting programs and community-based organizations serving Fresno’s LGBTQ community. In Fiscal Year 2024, the City Council approved funding for the Fresno EOC LGBTQ+ Resource Center and established funding for a grant program for local LGBTQ nonprofit organizations. The grant program was subsequently implemented through a competitive process supporting community-based organizations serving Fresno’s LGBTQ community. In Fiscal Year 2025, the City Council continued its investment by approving grant funding for LGBTQ nonprofit organizations. These prior investments recognized the role community-based organizations play in reaching residents, connecting individuals with resources, and providing programs and services responsive to community needs. The proposed Fiscal Year 2027 LGBTQ Grant Program builds upon that history of local investment. The need for strong local partnerships is particularly important as nonprofit and community-based organizations face an increasingly uncertain funding environment. Changes and reductions in federal and state funding may affect the resources available to organizations providing programs and services at the local level. When outside funding is reduced or discontinued, the effects can ultimately be felt by residents who rely on those programs and resources. ENVIRONMENTAL FINDINGS This item is not a project as defined by the California Environmental Quality Act. LOCAL PREFERENCE Local preference does not apply to the projects included in this report as this is a funding item only. Local preference, if applicable, will be considered at the time of contract award. FISCAL IMPACT The Fiscal Year 2027 LGBTQ Grant Program will be funded at a total of $100,000, consisting of $70,000 reallocated from the General Fund and $30,000 appropriated from the Community Benefit Fund.
