MEIKLE, Director of Aviation Airports Department SUBJECT ..Title Approve a consulting services agreement with Kimley-Horn and Associates, Inc. to prepare an Airport Master Plan Update for Fresno Yosemite International Airport for an amount not to exceed $1,167,103 (Council District 4) ..Body RECOMMENDATIONS Staff recommends Council authorize the Director of Aviation to execute a consulting agreement with Kimley-Horn and Associates, Inc. (KH) for services related to preparation of an update to the Fresno Yosemite International Airport (FAT) Master Plan for the amount of $1,167,103. EXECUTIVE SUMMARY The Airport Master Plan is a Federal Aviation Administration (FAA) approved document used to create a flexible 20 year development program with the goal of providing a safe, efficient, financially sound and sustainable airport. The FAA recommends updating an airport's master plan every five to ten years, when significant changes have occurred or as demand warrants. The master plan update will provide a comprehensive approach to meet future aviation demand for the community and region in a responsible and financially feasible manner. The last master plan update for FAT occurred in 2006. BACKGROUND The master plan update is a FAA driven process that will identify the capital needs of FAT based on forecasted air traffic and passenger growth for the next 20 years. The process will culminate with a FAA approved updated Airport Layout Pan (ALP), which is a key funding tool that the FAA uses to distribute Airport Improvement Program (AIP) grant funds. Prior to an updated ALP approval, the master plan process will include an inventory of existing facilities, development and FAA approval of FAT's growth forecast, study of feasible options to accommodate future growth and a recommended preferred option to meet forecasted growth projections. As part of the overall process, there will be a robust public outreach program, which will include an advisory committee, public workshops (open house format), and a dedicated website for public information and input. Through a competitive Request for Qualifications (RFQ) process, the Airports Department invited interested airport planning firms to submit Statements of Qualification for consideration. The Department advertised the RFQ in The Business Journal and on the Airport's website. The full RFQ was provided to 11 interested firms. Four professional consulting firms submitted Statements of Qualification for evaluation and were then invited to present their approach to developing an Airport Master Plan Update for FAT before a review committee in accordance with the provisions of the RFQ and FAA regulations. The firms were rated based on their qualifications, submissions and presentations. Of those four firms, Kimley-Horn and Associates was ranked highest and selected by the Department to provide consulting services for development of the FAT Airport Master Plan Update. Refer to the attached Consultant Evaluation Summary. The scope of work and fee contained in the attached agreement represent extensive review and negotiation with the consultant and the FAA including an independent third party fee evaluation. The FAA has approved the agreement as negotiated. The agreement has also been reviewed and approved as to form by the City Attorney's office. ENVIRONMENTAL FINDINGS This is not a "project" pursuant to CEQA Guidelines Section 15378. LOCAL PREFERENCE Local preference is not applicable to this project pursuant to Fresno Municipal Code 4-109(b)(3). FISCAL IMPACT FAT is a significant economic engine to the City of Fresno and surrounding region while providing a key transportation service. The master plan will help guide the airport's growth to ensure FAT continues be a viable economic engine and meets the region's air transportation needs. Funding for this planning effort is provided by FAA (AIP) grants and Airport Revenue. The Airport Master Plan Update program is included in the City's FY 2017 budget.
