(MIG), a California Corporation, to extend the end date of the contract from December 31, 2016 to December 31, 2017 and to increase the contract by an amount not to exceed $13,500 for consulting services to complete the Housing Element Amendment and to authorize the City Manager or his or her designee to execute documents ..Body RECOMMENDATION Approve the second amendment to the contract with Moore Iacofano Goltsman, Inc. (MIG), a California Corporation, to extend the end date of the contract from December 31, 2016 to December 31, 2017 and to increase the contract by an amount not to exceed $13,500 for consulting services to complete the Housing Element Amendment and to authorize the City Manager or his or her designee to execute documents EXECUTIVE SUMMARY Moore Iacofano Goltsman, Inc. (MIG) is the consulting firm that was retained in September of 2015 by the Development and Resource Management Department to assist staff in the preparation of the Housing Element. The original contract was in the amount of $50,000 and was approved administratively pursuant to Administrative Order No. 6-19. The first contract amendment was approved in April 2016 for $17,000 to assist with the housing element certification process. $13,500 in additional funds are now being requested to complete a housing element amendment. BACKGROUND The Housing Element is a required element of the General Plan and the only element that requires certification by a state agency, in this case the California Department of Housing and Community Development (HCD). The City's housing element was adopted on April 28, 2016 and was prepared using the services of MIG, which were essential. The initial contract amount of $50,000 was amended last April to add $17,000 for additional services related to certification of the Housing Element. This task is now larger than originally anticipated, and includes a housing element amendment which will be reviewed by the public, comments incorporated and a final version provided to HCD. In addition, the housing element amendment requires more analysis, as it will include two land inventories (not just one, as in the original housing element). ENVIRONMENTAL FINDINGS By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378 the amendment of an agreement does not qualify as a "project" for the purposes of CEQA. LOCAL PREFERENCE Local preference was not implemented because this item is an amendment to an existing contract. FISCAL IMPACT No additional General Fund appropriations are required for this contract amendment. ATTACHMENT: Exhibit A: Contract Amendment MIG
