EXECUTIVE SUMMARY The City of Fresno Public Works Department received Congestion Mitigation and Air Quality (CMAQ) Lifeline and Measure "C" Trails funding to construct a Class I multipurpose trail along the south side of Shields Avenue from Fresno Street to First Street. This consultant agreement allows the City to retain the design services of BKF Engineers, to prepare necessary construction plans and bid specifications along with engineering support services during the bidding and construction phases of the project. The project will include the construction of the asphalt multi-purpose trail, concrete curb and gutter, lighting, tree planting and irrigation along the Shields Avenue frontage. BACKGROUND This project is the first phase of a Class I bankside multipurpose trail project along the banks of Fresno Irrigation District's Herndon Canal and Mill Ditch, which will ultimately provide continuous trail facilities from the intersection of Blackstone Avenue and Shields Avenue to a connection point with the Clovis Old Town Trail on Clovis Avenue. In addition to the Class I multipurpose trail improvements, this project will also construct concrete curb and gutter, street lighting and landscaping and irrigation along the Shields Avenue frontage and adjoining trail. Per Administrative Order 6-19, Public Works staff advertised in a local publication and posted on the City's website a notice requesting a statement of qualifications from prospective consultants. The advertising efforts resulted in three prospective consultants being interviewed. BKF Engineers was selected to provide professional engineering services to prepare construction plans and general construction contract documents as well as provide bidding and construction engineering support services. Staff negotiated a fee of $60,170 with a $10,000 contingency (total not to exceed $70,170) for the consultant's services. The costs of this agreement are reimbursable under the Congestion Mitigation and Air Quality (CMAQ) Lifeline grant funds, with local matching dollars from Measure "C" Trails funding. Design will begin in March 2016 and take approximately six months to complete. Construction of the improvements is currently scheduled to begin in Spring 2017. ENVIRONMENTAL FINDINGS By the definition provided by the California Environmental Quality Act (CEQA) Guidelines, Section 15378, this item does not qualify as a "project" for the purposes of CEQA. LOCAL PREFERENCE Local preference was not implemented based on conditions of the Federal CMAQ grant. FISCAL IMPACT This trails project in Council District 7 has a total project budget of $793,600. The City has received $423,240 of Federal CMAQ funding with a match of $370,360 in Measure "C" Trails funding. The engineering design work that is covered by the consultant agreement is accounted for in the adopted FY2017 budget. This project will have no impact to the City's General Fund.
