CLARK, Director Development and Resource Management Department BY: JOSE TRUJILLO, Manager Housing and Community Development Division ..TITLE WORKSHOP - Community Development Block Grant (CDBG) Notice of Funding Availability (NOFA) Scoring Process (No Commission action will be taken on this item). ..BODY RECOMMENDATIONS Staff recommends the Commission conduct a workshop to discuss, consider, and determine the criteria to score NOFA applicants for Fiscal Year 2017 CDBG funding. EXECUTIVE SUMMARY On December 7, 2015, the City of Fresno ("City") initiated the Annual Action Plan process for Fiscal Year ("FY") 2017. On February 5, 2016, the City released a NOFA for CDBG funding in the amounts of $500,000 for improvements of public facilities and $65,000 for public services that will benefit low-to-moderate income neighborhoods. On February 24, 2016, staff presented a workshop on the scoring criteria that was used last year during the FY 2016 application process for CDBG funding. Staff requested the Commission individually provide input/recommendations for the FY 2017 scoring criteria by March 2, 2016. Staff received one written response (Exhibit A) and one verbal response from Chairperson Bob Farrar. Staff recommends the Commission discuss and determine the scoring criteria to be used for CDBG funding applications that will be considered at the public hearing on March 14, 2016.
