REPORT TO THE CITY COUNCIL December 14, 2017 FROM: BRYON HORN, Chief Information Officer Information Services Department SUBJECT ..Title Approve Consultant Services Agreement with AMS.NET for $135,900 to provide a comprehensive network assessment and upgrade recommendation priced from a cooperative agreement, Merced County FOCUS Agreement (FOCUS) ..Body RECOMMENDATION Staff recommends that Council authorize the Chief Information Officer to execute a Consultant Services Agreement between the City of Fresno (City) and AMS.NET for a comprehensive network assessment and upgrade recommendation provided by Cisco Systems, Inc., (Cisco) in the amount of $135,900 priced from a cooperative agreement, Merced County FOCUS Agreement (Contract #2015109). EXECUTIVE SUMMARY The City's network is outdated and its core equipment is end of life/nearing end of life and/or end of support. A network assessment needs to be completed to provide the Information Services Department (ISD) with the necessary information needed to make an informed fiscally responsible decision on components that need to be replaced as well as a proper configuration for the network. Since the technology in question is leading edge, ISD is requesting Cisco Advanced Services to perform this assessment. Cisco is the manufacturer of the City's networking equipment; with their extensive background and knowledge of the City's system by AMS.NET, we believe that they are uniquely qualified to perform the assessment and provide proper technological information. BACKGROUND The City's network is outdated and its core equipment is end of life/nearing end of life and/or end of support. The network core has been in place for over 13 years and is in dire need of replacement. In order for ISD to make an educated, informed and fiscally responsible decision on which components need to be replaced, a network assessment needs to be completed. This assessment provides the necessary information as well as identifying a proper configuration for the network. Since the technology in question is leading edge, ISD is requesting Cisco Advanced Services perform this assessment. ISD is anticipating the implementation of new technology of which training will be necessary and will commence during the replacement of the network which will be requested in the FY19 budget. Cisco is the manufacturer of the City's networking equipment and does not directly sell to customers, they require a purchase via an authorized reseller. AMS.NET is an authorized reseller for Cisco products and services. The project is a fixed price contract at $135,900 priced from a cooperative agreement, Merced County FOCUS Agreement (Contract #2015109), via AMS.NET. ISD has funds in current fiscal year (FY18) for this project. Due to the nature of the services being requested with Cisco, and the extensive background and knowledge of the City's system by AMS.NET, we believe that they are uniquely qualified and recommend that the City enter into an agreement with Cisco Systems, Inc. purchased via the FOCUS Contract from AMS.NET. ENVIRONMENTAL FINDINGS The approval of this purchase is not a project for the purposes of the California Environmental Quality Act. LOCAL PREFERENCE Local preference was not implemented because AMS.NET is uniquely qualified. FISCAL IMPACT Information Services Department's approved FY18 budget contains funding for this item.
