ANDERSEN, PE, Assistant Director Public Works Department, Capital Management Division RANDY BELL, PE, Capital Program Manager Public Works Department, Capital Management Division MARK VESTER, PE, Professional Engineer Public Works Department, Capital Management Division SUBJECT ..Title Approve an agreement for Professional Engineering Services with QK, Inc., for $66,210 and $17,550 in contingency for the design and construction support services for the Ashlan Avenue Overlay Project from First Street to Millbrook Avenue and the Jensen Avenue Overlay Project from State Route 41 to Martin Luther King Boulevard (Council Districts 3 and 4) ..Body RECOMMENDATION Staff recommends approval of an agreement for Professional Engineering Services with QK, Inc., for $66,210 plus $17,550 for contingencies, for the design and construction support services of the Ashlan Avenue Overlay Project from First Street to Millbrook Avenue ($30,680 plus $7,430 in contingencies) and the Jensen Avenue Overlay Project from State Route 41 to Martin Luther King Boulevard ($35,530 plus $10,120 in contingencies), and to allow the Public Works Director, or designee, to sign the agreement on the City's behalf. EXECUTIVE SUMMARY To extend the life of the existing major streets through street surface restoration, the City applied for Regional Surface Transportation Program (RSTP) funds to fund Preliminary Engineering and Construction support services for the Ashlan Avenue Overlay Project from First Street to Millbrook Avenue, and the Jensen Avenue Overlay project from State Route 41 to Martin Luther King Boulevard. BACKGROUND The City of Fresno Public Works Department has identified a need for street surface restoration along Ashlan Avenue and Jensen Avenue. In December of 2015 the City applied for RSTP funds for the design and construction phases of these asphalt overlay projects. Approximately 0.5 miles along, Ashlan Avenue from First Street to Millbrook Avenue is in need of surface restoration. Additionally, 1.0 mile along Jensen Avenue from State Route 41 to Martin Luther King Boulevard is in need of surface restoration. In October of 2016, Staff released an RFQ to interested qualified firms in accordance with Administrative Order (A.O.) 6-19 via the City's website, receiving six (6) Statement of Qualifications (SOQ) in November of 2016. In January of 2017 the City interviewed the five (5) best qualified firms and QK, Inc. was determined to be the best qualified consultant for the Ashlan Avenue Overlay and Jensen Avenue Overlay Projects. Staff is requesting approval of the standardized agreement with QK Inc., for a total amount of $66,210 plus $17,550 for contingencies. The agreement has been approved as to form by the City Attorney's office. ENVIRONMENTAL FINDINGS By the definition provided in the California Environmental Quality Act (CEQA) guidelines, this item is not a project for the purposes of CEQA. LOCAL PREFERENCE Local preference was not implemented because of conditions of the Federal RSTP Grant. FISCAL IMPACT The project will not impact the General Fund. Design and project costs will be paid by Federal RSTP grant funds. Attachments: Consultant Agreement Vicinity Map
