REPORT TO THE CITY COUNCIL June 8, 2017 FROM: JERRY P. DYER, Chief of Police Police Department BY: JOE ALVAREZ, Lieutenant Support Services Division SUBJECT: ..Title Authorize the Chief of Police or his designee to enter into an agreement with Central Unified School District for continued use of Student Resource Officer police services ..Body RECOMMENDATIONS It is recommended that Council authorize the Chief of Police or his designee to enter into an Agreement with Central Unified School District (CUSD) for continued use of two Student Resource Officers and a Police Sergeant for police services at CUSD's high school and middle school campuses. EXECUTIVE SUMMARY In May of 2014 the City executed a three year agreement with CUSD to provide two Officers and one Sergeant to be assigned as Student Resource Officers for police services at its high school and three middle schools. Under this agreement, CUSD provides 100% of the officer costs, 10% of the supervisor costs, and shares costs for vehicle operations for the term specified. BACKGROUND The Fresno Police Department has been in partnership with CUSD since 1996 to provide police services to their campuses. The primary goal is to maintain safety and security for the students, staff, and facilities. The Student Resource Officer provides a full range of law enforcement services to the CUSD high school and three middle schools. The position is more than just law enforcement services; officers are also resources to the students they serve as referenced in the position's title. The Student Resource Officer position is a bridge between the student community and law enforcement. The officers are coaches, mentors, role models, and friends to those they serve. When a student is involved in activity that may result in arrest or introduction into the criminal justice system the officer will utilize restorative justice practices when applicable. The goal is to recognize that introduction into the system may be more harmful than beneficial and to provide the juvenile every opportunity to succeed. The placement of Student Resource Officers affords the student and the district with a contact that can make the most educated decision for all. ENVIRONMENTAL FINDINGS This is not a "project" for the purposes of CEQA pursuant to CEQA Guidelines Section �15378. LOCAL PREFERENCE Local preference was not considered because Student Resource Officer position is not subject to the competitive bidding process. FISCAL IMPACT Funding for these services will be included in the FY 2018 budget. Attachments: Agreement with Central Unified School District
