REPORT TO THE CITY COUNCIL May 24, 2018 FROM: KEVIN R. MEIKLE, Director of Aviation Airports Department SUBJECT ..Title Approve a consultant services agreement with IMEG dba TTG Engineers to provide professional mechanical, plumbing and electrical engineering consulting services for Hydronic Boiler Replacement at Fresno Yosemite International Airport in an amount not to exceed $76,800 (Council District 4) ..Body RECOMMENDATION Staff recommends Council authorize the Director of Aviation to execute a consultant agreement with IMEG dba TTG Engineers (IMEG) to provide design and related engineering services for replacement of the Hydronic Boilers (Project) at the Fresno Yosemite International Airport (FAT) Terminal. EXECUTIVE SUMMARY The Airport currently utilizes 10 hydronic boilers to provide hot water for heating the Terminal, which are nearing the end of their useful life. The proposed consulting agreement with IMEG will provide professional engineering services necessary for design, permitting, bidding and construction administration of a new Terminal Boiler System. BACKGROUND In 2002, the Airport installed a boiler system in the Terminal basement to provide heating for the entire 175,285 square foot Terminal facility. The boiler system, which was technologically advanced at the time it was installed, consists of 10 hydronic boilers operated on a rotating basis with a minimum of four in operation at any given time to meet the heating demand for the Terminal and to maximize efficiency. Of the 10 hydronic boilers that are part of the existing system, four are now out of service. The system is near the end of its useful life and a replacement system is planned prior to winter of 2019. The design work under the IMEG consulting agreement is the first step in the replacement process. The new boiler system will be designed for a 20 year life with improved life cycle costs and energy efficiency. The elements involved with designing and specifying a hydronic boiler system are of a specific technical nature and beyond the capabilities of staff to perform, thereby requiring the enlistment of a professional mechanical engineering firm with expertise in large scale HVAC systems. Through a competitive Request for Qualifications (RFQ) process the Airports Department (Department) invited mechanical engineering firms that could provide comprehensive on-call full-service planning, design, construction document preparation, bidding support and construction administration to submit Statements of Qualifications. The Department published a public notice in The Business Journal, posted information on the Airport's website for qualified firms and direct mailed the RFQ to all interested firms. Four professional consulting firms responded to the RFQ and their qualifications were evaluated by a selection committee in accordance with the provisions of the RFQ and FAA regulations. It has been determined by the Department that IMEG is most qualified to perform the Project. ENVIRONMENTAL FINDINGS This is not a "project" pursuant to CEQA Guidelines Section 15378. LOCAL PREFERENCE Local preference is not applicable to this project pursuant to Fresno Municipal Code 4-109(b)(3). FISCAL IMPACT The Project is part of Airports ongoing commitment to ensure FAT is operationally efficient and is properly positioned for local and regional growth. The Project is included in the City's FY 2018 budget. There is no impact to the General Fund from this action. Attachment: - Agreement
