CLARK, Director Development and Resource Management Department THROUGH: KELLI FURTADO, Assistant Director Development and Resource Management Department THROUGH: TIMOTHY BURNS, Housing and Neighborhood Revitalization Manager Community Revitalization Division BY: ANA MANZULA, Senior Community Revitalization Specialist Community Revitalization Division SUBJECT ..Title RESOLUTION - To authorize submittal of application(s) for all CalRecycle grants, and authorize the Development and Resource Management Department Director to sign on behalf of the City of Fresno. ..Body RECOMMENDATIONS Staff recommends that Council adopt the attached resolution authorizing application for and acceptance of the California Department of Resources Recycling and Recovery (CalRecycle) Local Government Waste Tire Enforcement, Waste Tire Cleanup, and Waste Tire Amnesty Grant funds, and designating the Development and Resource Management Director or designee thereof to sign grant program documents on behalf of the City of Fresno (City) subsequent to Council appropriation of funds. EXECUTIVE SUMMARY The grant guidelines require that cities submitting applications provide a resolution approved by their City Council, authorizing the submittal of the application and identifying the individual authorized to execute the grant agreement. It is therefore recommended that Council adopt the attached resolution to authorize submittal of application(s). The Community Revitalization Division is proposing to apply for the Waste Tire Enforcement, Waste Tire Cleanup, and Waste Tire Amnesty Grants, sponsored by the Department of Resources Recycling and Recovery (CalRecycle). The Waste Tire Enforcement Grant will be used by the Community Revitalization Division to continue the Waste Tire Enforcement Program which monitors and regulates tire facilities in the Fresno city limits. Funds for the grant will also continue to be used to investigate dumping activities which involve waste tires. The Cleanup Grant will be used to remove waste tires that are illegally dumped along roads, alleys, and other public rights-of-way. The Amnesty Grant will be used to host Waste Tire Amnesty events throughout Fresno for residents who have stockpiled tires and are disposing of the tires in a legal manner. BACKGROUND The CalRecycle Waste Tire Enforcement Grant allows the City of Fresno to apply for up to $300,000. Applications must be submitted annually, using the estimated annual cost to continue the program. The amount represents the cost of staffing and equipment necessary to run the program. Under the terms of the grant, annual program costs will be reimbursed to the City. The CalRecycle Waste Tire Cleanup Grant allows the City to apply for a maximum of $100,000 for a two year program. The amount is to cover the cost of staff and equipment necessary to run the program. Under the terms of the grants, bi-annual program costs will be reimbursed to the City to run the program. The CalRecycle Grant Waste Tire Amnesty Grant allows the City to apply for a maximum of $40,000 for a two year program. The amount is to cover the cost of staff and equipment necessary to run the program and host Waste Tire Amnesty events in Fresno. Under the terms of the grants, bi-annual program costs will be reimbursed to the City to run the program. ENVIRONMENTAL FINDINGS In accordance with the California Environmental Quality Act (CEQA) Guidelines Section 15378, this item does not qualify as a project and are therefore exempt from CEQA requirements. In addition, the proposed service is not subject to an environmental review under the provision of the National Environmental Policy Act as it is specifically for a supportive service. LOCAL PREFERENCE Local preference was not considered because this ordinance does not include a bid or award of a construction or services contract. FISCAL IMPACT There is no local fund match requirement, in anticipation of grant approvals; the funds have been included in the FY19 Proposed Budget.
