RECOMMEND APPROVAL (to the City Council) of the Finding of No Possibility of Significant Adverse Effect as prepared for Environmental Assessment No. SNC-2018-01 dated June 8, 2018. 2. RECOMMEND APPROVAL (to the City Council) of Street Name Change Application No. SNC-2018-01 proposing to rename the approximate 600 foot segment of East Hardy Avenue, which extends west from its intersection with South Cedar Avenue, to East Amendola Drive. ..Body EXECUTIVE SUMMARY Alison Tolladay, on behalf of the Community Food Bank, has filed Street Name Change Application No. SNC-2018-01 which is a request to rename an approximate 600 foot segment of East Hardy Avenue to East Amendola Drive, located near the intersection of South Cedar and East North Avenues. The applicant has proposed the application as allowed pursuant to Section 15-6204 of the Fresno Municipal Code (FMC), which allows street name changes pursuant to adopted City policies. Historically, the naming of streets has been allowed for the purpose of honoring or calling attention to persons or places having special prominence and significance to the culture or the history of the city. Valley Wide Beverage has become one of Fresno's leading businesses and has been acknowledged by its peers as a leader in sales, customer service and social responsibility (see Exhibit C, provided by applicant). Community Food Bank will be relocating to the former Valley Wide Beverage facility, which is three times its current size and fully furnished, because of the generosity of Lou Amendola and his family. The Amendola family has provided the Community Food Bank the opportunity to purchase the former Valley Wide Beverage facility at below market value and combined it with a donation of over $2 million in cash and furnishings. BACKGROUND / ANALYSIS Alison Tolladay, on behalf of the Community Food Bank, has filed Street Name Change Application No. SNC-2018-01 which is a request to rename an approximate 600 foot segment of East Hardy Avenue, which is located to the west of South Cedar Avenue to East Amendola Drive. The applicant has proposed the application as allowed pursuant to Section 15-6204 of the Fresno Municipal Code (FMC), which allows street name changes pursuant to adopted City policies. Historically, the naming of streets has been allowed for the purpose of honoring or calling attention to persons or places having special prominence and significance to the culture or the history of the city. The details and background supporting the proposal were provided by Alison Tolladay, on behalf of the Community Food Bank (see Exhibit C). The proposal outlines the career of Lou Amendola as well as the many awards his company has earned. The proposal also describes how Community Food Bank will be relocating to the former Valley Wide Beverage facility, which is three times its current size and fully furnished, because of the generosity of Lou Amendola and his family. The Amendola family has provided the Community Food Bank the opportunity to purchase the former Valley Wide Beverage facility at below market value and combined it with a donation of over $2 million in cash and furnishings. Safety Review During the review of the subject application, staff consulted with various City Departments and other agencies, including, the Development and Resource Management Development, Fire, Public Works and Public Utilities Departments and the U.S. Postal Service; said entities do not oppose this application. Through this review, it was determined that the subject application would not create confusion or uncertainty with the naming of streets for emergency responders and other users of the city street system. East Hardy Avenue East Hardy Avenue is a very short street in the city of Fresno, in fact, it exists in only two locations and which are located approximately 2.5 miles away from each other. One location is a 600 foot stretch near the intersection of South Cedar and East North Avenues (subject location). The second location is another 600 foot stretch near the intersection of South Martin Luther King Jr. Blvd and West North Avenue. The subject application is a request to rename an approximate 600 foot stretch of East Hardy Avenue to East Amendola Drive, located near the intersection of South Cedar and East North Avenues only. The application does not request to rename East Hardy Avenue at the location near South Martin Luther King Jr Blvd and West North Avenue. Existing Addresses on East Hardy Avenue Should the subject application be approved, two properties will need to change their address, including: one building previously occupied by the Valley Wide Beverage facility as well as one undeveloped property. The City of Fresno will notify various City Departments and outside agencies of the street name change, including: the Police Department, Fire Department, Public Utilities Department and outside agencies including the U.S. Postal Service and Sheriff's Department. Building Previously Occupied by the Former Valley Wide Beverage Facility The former Valley Wide Beverage Building is addressed 4010 East Hardy Avenue; this will be the new location of the Community Food Bank. The Community Food Bank initiated the subject application and is aware that the new address will be 4010 East Amendola Drive. Undeveloped Property There is one undeveloped property that will need a change of address should the subject application be approved. Said property currently has the address of 4085 East Hardy Avenue and will need to be changed to an East Amendola Drive address. Address Change Fee & Change of Street Name Signs The applicant will be required to pay a fee of $208 to pay for the City cost to process a change of address for each location. This process includes the notification of various City Departments and outside agencies, including: the Police Department, Fire Department, Public Utilities Department and outside agencies including the U.S. Postal Service and Sheriff's Department. As noted above, there are 2 locations that will need change of address, resulting in a fee of $416 [2 x $208]. There is one street name sign existing in the field that will need to be replaced. The cost to manufacture and install a street name sign is approximately $140.00. This fee is also the responsibility of the project applicant. NOTICE OF PLANNING COMMISSION MEETING The Development and Resource Management Department mailed notices of this Planning Commission hearing to surrounding property owners within 1000 feet of the subject street alignment (see Exhibit E showing properties receiving notice). Additionally, notice of this Planning Commission hearing was published in The Fresno Bee newspaper on June 8, 2018. ENVIRONMENTAL FINDING An environmental assessment was prepared for this project in accordance with the requirements of the California Environmental Quality Act (CEQA) Guidelines. This process included the distribution of the project proposal for comment from other responsible or affected agencies and interested organizations. Environmental Assessment No. SNC-2018-01, resulting in a finding of No Possibility of Significant Adverse Effect, was prepared on June 8, 2018. That assessment found that the street name change request was subject to the provisions of Section 15061 of the CEQA guidelines. Section 15061 (b)(3) of the CEQA guideline provides for the exemption of any project which will clearly have no significant effects on the environment. CONCLUSION Pursuant to the requirements of Section 15-6204 of the Fresno Municipal Code, and subject to the analysis noted above, staff has determined that the proposed street name change can be supported.
