Adopt finding of a Categorical Exemption pursuant to Class 1 Section 15301 of the CEQA Guidelines, for the Chestnut and Shepherd Avenues Intersection Signalization Project. 2. Award a construction contract to Lee Wilson Electric Company, Inc. of Arroyo Grande, California in the amount of $315,407.25 for the Chestnut and Shepherd Avenues Intersection Signalization Project and to authorize the Public Works Director, or his designee, to sign and execute the standardized contract on behalf of the City. EXECUTIVE SUMMARY The City of Fresno will install a traffic signal at the intersection of Chestnut and Shepherd Avenues. The project will replace the existing four-way stop control at the intersection. Staff recommends Council approve award of a construction contract to Lee Wilson Electric Company, Inc. of Arroyo Grande, California in the amount of $315,407.25 as the lowest responsive and responsible bidder for the Chestnut and Shepherd Avenues Intersection Signalization Project. BACKGROUND The City has received funds from a Federal grant to support the construction of traffic signal improvements at the intersection of Chestnut and Shepherd Avenues. This intersection is ranked at or near the top of the City-wide priority ranking list for 2014. The project includes installing a new, fully activated traffic signal to replace the existing four-way stop control. The project will also replace the existing curb ramps to meet current ADA standards. The Notice Inviting Bids was published in the Business Journal on April 30, 2014, and posted on the City's website and faxed to ten (10) building exchanges. The specifications and plans were distributed to twenty five (25) prospective bidders. Four sealed bid proposals were received and opened in a public bid opening on May 27, 2014, with the bids ranging from $315,407.25 to $398,487.70. Lee Wilson Electric Company, Inc. of Arroyo Grande, CA, submitted the lowest bid price in the amount of $315,407.25 and is considered the lowest responsive and responsible bidder. Staff is recommending award of a construction contract to Lee Wilson Electric Company, Inc. in the amount of $315,407.25 for the Chestnut and Shepherd Avenues Intersection Signalization project and to authorize the Public Works Director, or his designee to sign and execute the standardized contract on behalf of the City of Fresno. ENVIRONMENTAL FINDINGS Staff has performed a preliminary environmental assessment of this project and has determined that it falls within the Class 1 Categorical Exemption set forth in Section 15301of the CEQA Guidelines which exempts the addition of safety or health protection devices for use during construction of or in conjunction with existing structures, facilities or mechanical equipment or topographical features including navigational devices. Staff has determined that none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project. Staff recommends that the Council, based on its own independent judgment, adopt a finding of Categorical Exemption per staff determination, pursuant to Class 1 Section 15301 of the CEQA Guidelines for the project. LOCAL PREFERENCE The local preference was not implemented based on conditions of the Congestion Mitigation and Air Quality (CMAQ) grant. FISCAL IMPACT This project is located in Council District 6. The overall cost of the project is $477,300.00 and is funded by a $436,122.00 grant from the Federal CMAQ grant and $41,178.00 Citywide Traffic Signal Mitigation Impact Fees. The project will not have any impact to the General Fund.
