REPORT TO THE CITY COUNCIL February 26, 2015 FROM: KERRI DONIS, Fire Chief City of Fresno Fire Department BY: JEFFREY GUYNN, Emergency Preparedness Officer City of Fresno Fire Department SUBJECT ..Title Adopt the 2015 Emergency Operations Plan for the City of Fresno ..Body RECOMMENDATION Staff recommends City Council adopt the attached Emergency Operations Plan. EXECUTIVE SUMMARY The City of Fresno 2015 Emergency Operations Plan ("EOP") updates the plan adopted in 2008. The plan will keep current information regarding areas of focus and addressing the City's most current state of readiness. The EOP was written to position the City within the guidelines of the National Incident Management System ("NIMS"). BACKGROUND Adoption of the EOP by City Council will follow the guidelines established by the Fresno Municipal Code. This plan describes the City's emergency management plan for disaster: * Preparedness * Response * Recovery * Mitigation The EOP maintains a large portion of the document that is meant for use within the City of Fresno Emergency Operations Center. It provides key information in the roles that City of Fresno Staff will perform in the event of an emergency. The EOP provides information and direction to assist staff when performing tasks in the event of an emergency, as well as support relationships with non-governmental agencies during times of emergencies. This living document has been authored through extensive and collaborative research to include: * Best Practices from recent national disasters * Vetting through subject matter experts and community partners The 2015 EOP reflects changes that will provide improved response and recovery from a major incident; changes include: * Implementation of a quarterly Homeland Security Exercise and Evaluation Program * Written in a four-part document * Allows for better public education and involvement * Updated information on threats and vulnerabilities to natural disasters * Updates the City of Fresno's staffing plan for the EOC * Developed contingency plans for mass care and shelter and area evacuation The City Attorney's Office has reviewed the document as to form. ENVIRONMENTAL FINDINGS This is not a "project" for the purposes of CEQA pursuant to CEQA Guidelines, Section 15378(b)(5), as it is an administrative activity that will not result in direct or indirect physical changes to the environment. LOCAL PREFERENCE Local Preference was not considered because this EOP does not include a bid or award of a construction or service contract. FISCAL IMPACT There may be a fiscal impact to the City in the event of an incident; however, the EOP itself does not have an impact on the General Fund. Attachment: 2015 Emergency Operations Plan
