REPORT TO THE HOUSING AND COMMUNITY DEVELOPMENT COMMISSION December 9, 2015 FROM: JENNIFER K. CLARK, Director Development and Resource Management Department BY: SOPHIA PAGOULATOS, Manager Long Range Planning Division SUBJECT: Housing Element Update Workshop SUBJECT ..Title WORKSHOP - Housing Element Update (No Commission action will be taken on this item.) ..Body RECOMMENDATION NA - No action requested. EXECUTIVE SUMMARY An overview of the Housing Element Update process will be provided, including housing element requirements, public outreach and input to date, and future process. BACKGROUND The California Legislature has identified the attainment of a decent home and suitable living environment for every Californian as the state's main housing goal. Recognizing the important part that local planning programs play in pursuit of this goal, the Legislature has mandated that all cities and counties prepare a Housing Element as part of their comprehensive general plans. The Housing Element is a mandatory General Plan element. It identifies ways in which the housing needs of existing and future residents can be met. State law requires that all cities adopt a Housing Element and the City of Fresno is in the process of updating its Housing Element. The City's existing Housing Element covered the 7-year period of 2008-2015. The Housing Element Update underway is anticipated to cover the period of 2016-2023. The purpose of this workshop is to provide an overview of the Housing Element Update process to date, including housing element requirements, public outreach and input to date, and future process.
