Inc., in the amount of $1,545,383 for the construction of Olive Gardens and Van Ness Extension Water Main Replacements and Transfers and Pump Station 201 to Pump Station 36 Raw Water Pipeline ..Body RECOMMENDATION Staff recommends that the City Council adopt a finding of Categorical Exemption per staff determination, pursuant to Class 1 Section 15301(b) and Class 3 Section 15303(d) of the CEQA Guidelines and award a construction contract to West Valley Construction Co. Inc. for Olive Gardens and Van Ness Extension Water Main Replacements and Transfers and Pump Station 201 to Pump Station 36 Raw Water Pipeline and authorize the Public Works Director or designee to sign and execute the standardized contract on behalf of the City. EXECUTIVE SUMMARY The City of Fresno seeks to replace water distribution mains and water services in the Olive Gardens and Van Ness Extension areas, as well as relocating and reconnecting onsite water services. The City of Fresno will also install a new raw water transmission main between Pump Station 201 to Pump Station 36 to facilitate water treatment. Each of these areas are indicated on the attached vicinity map. Staff recommends Council approve award of a construction contract to West Valley Construction Co. Inc. in the amount of $1,545,383 as the lowest responsive and responsible bidder for the Olive Gardens and Van Ness Extension Water Main Replacements and Transfers and Pump Station 201 to Pump Station 36 Raw Water Pipeline. BACKGROUND The project scope for Olive Gardens and Van Ness Extension Water Main Replacements and Transfers will replace water distribution mains and water services in the Olive Gardens and Van Ness Extension areas, as well as relocating and reconnecting onsite water services. The project scope for the Pump Station 201 to Pump Station 36 Raw Water Pipeline includes installation of a new raw water transmission main between Pump Station 201 to Pump Station 36 to facilitate water treatment. Construction documents and specifications were prepared and a Notice Inviting Bids was published in the Business Journal on May 4, 2015, and posted on the City's website. Advertising efforts resulted in the participation of five (5) prospective bidders. Ultimately, four (4) sealed bid proposals were received and opened in a public bid opening on May 27, 2015, with the bids ranging from $1,545,383 to $2,187,151. West Valley Construction Co. Inc. submitted the lowest bid in the amount of $1,545,383 and is considered the lowest responsive and responsible bidder. The bid results were posted on June 2, 2015, on the City of Fresno Purchasing Division web page. Staff recommends award of a construction contract to West Valley Construction Co. Inc. in the amount of $1,545,383 for the Olive Gardens and Van Ness Extension Water Main Replacements and Transfers and Pump Station 201 to Pump Station 36 Raw Water Pipeline and to authorize the Public Works Director or designee to sign and execute the standardized contract on behalf of the City. ENVIRONMENTAL FINDINGS Staff has performed a preliminary environmental assessment of this project and has determined that it falls within the Class 1 and 3 Categorical Exemptions set forth in Section 15301(b) and Section 15303(d) of the CEQA Guidelines which exempts existing facilities of both investor and publicly owned utilities used to provide public utility services in the Olive Gardens and Van Ness Extension areas and the new raw water transmission main between Pump Station 201 to Pump Station 36 to facilitate water treatment new raw water transmission main. Furthermore, Staff has determined that none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project. Staff recommends that the Council, based on its own independent judgment, adopt a finding of Categorical Exemption per staff determination, pursuant to Class 1 and 3 Categorical Exemptions set forth in Section 15301(b) and Section 15303(d) of the CEQA Guidelines for the Olive Gardens and Van Ness Extension Water Main Replacements and Transfers and Pump Station 201 to Pump Station 36 Raw Water Pipeline. LOCAL PREFERENCE The local preference was not implemented because the local bidder exceeded the allowable preference of $25,000. FISCAL IMPACT The overall cost of the project is $2,017,441 and is funded by the Water Division's FY 15 Capital Improvement Project Budget for Water Main Replacement. The project will not have any impact to the General Fund. Of the overall budget, $1,545,383 will be used for the construction contract award.
