(County of Fresno) ..Body RECOMMENDATION 1. Approve the acquisition of 3,589 square feet of pipeline easement on property owned by Kenneth R. Brisendine and Delores Brisendine in the amount of $10,100 (APN 158-181-16) for the construction of thirteen miles of 72-inch diameter pipeline that will convey water from the Kings River to the City's new Southeast Surface Water Treatment facility. 2. Authorize the Public Works Director, or designee, to sign all documents necessary to complete the transaction. EXECUTIVE SUMMARY A partial acquisition is required from the subject parcel for the construction of thirteen miles of 72-inch diameter pipeline that will convey water from the Kings River to the City's new Southeast Surface Water Treatment facility. The value of the acquisition was established by Real Property Analysts, Lawrence D. Hopper, MAI. A total of 3,589 square feet of easement is required for this project which is valued at $10,100. Staff engaged the property owner on August 13, 2015 and presented the First Written Offer. The owner accepted the offer at the appraised value of $10,100. BACKGROUND The Department of Public Utilities (DPU) is actively pursuing the construction of thirteen miles of 72-inch diameter pipeline that will convey water from the Kings River to the City's new Southeast Surface Water Treatment Facility. The Kings River pipeline project includes the acquisition of pipeline easements from six (6) parcels over the thirteen mile project length. New water supply facilities are needed to support implementation of the Metro Water Resources Management Plan Update water supply plan and provide sufficient supplies for 2035 General Plan build-out. The Metro Water Resources Management Plan Update provides a comprehensive and integrated water supply plan to better manage the City's diverse water supplies, address groundwater level declines beneath the City's service area and groundwater quality concerns, and further balance and optimize the City's conjunctive use of its diversified water supply portfolio which would ultimately enhance overall water supply reliability. ENVIRONMENTAL FINDINGS Council adopted the Final Environmental Impact Report, Mitigation Monitoring and Reporting Program as required by Public Resources Code, Section 21081.6 and CEQA guidelines Section 15097, and Statement of Overriding Considerations as required by Public Resources Code, Section 21081 (b) and CEQA guidelines Section 10593 on June 12, 2014. LOCAL PREFERENCE This item does not involve local preference. FISCAL IMPACT This project will have no impact to the General Fund. The construction for the Kings River project is anticipated to cost $72 million, which includes the cost to purchase all easements required for the pipeline.
