REPORT TO THE CITY COUNCIL DATE: September 24, 2020 FROM: YVONNE SPENCE, City Clerk Office of the City Clerk SUBJECT ..Title Approve a Service and Product Agreement with Prime Government Solutions for digital government software suites and services to manage Council Meetings and Agendas in an amount not to exceed $75,000 ..Body RECOMMENDATION Staff recommends Council authorize the City Clerk to enter into a one-year Service and Product Agreement (Agreement) between the City of Fresno (City) and Prime Government Solutions (PrimeGov) for the annual subscription for digital government software suites and services in an amount not to exceed $75,000. EXECUTIVE SUMMARY The Office of the City Clerk has been using Granicus to provide digital government solutions for seven years. While the City's contract with Granicus renews annually until one of the parties chooses to terminate, the Office of the City Clerk believes that due to the length of time with which the City has been using Granicus, it would be prudent to determine if there were new, more efficient and user-friendly solutions available. The City Clerk contacted two additional providers, Prime Government Solutions and eScribe, and City staff participated in demonstrations with both entities. After evaluating the products and quotes from Prime Government Solutions, Granicus and eScribe, the City now desires to enter into a new Agreement with Prime Government Solutions as its digital government software and services provider. BACKGROUND In 2013 the City of Fresno contracted with Granicus for their agenda management software. The City continued to add various components to the software package such as Boards and Commissions, Closed Caption, iLegislate (ipad), eComments, Hi Definition, and the ability to time-stamp Council agenda items on the video. Overtime, other vendors have made the agenda management software more efficient and available in one package as opposed to adding on various modules. In today's environment, digital government software packages have become more streamlined and efficient. It is time to move toward a more robust system that can efficiently provide all of the services that we need in one software package. ENVIRONMENTAL FINDINGS The approval of this Agreement is not a project as defined by the California Environmental Quality Act. LOCAL PREFERENCE Local preference was not implemented because there are no local firms that provide this product and service. FISCAL IMPACT Funding for this item is appropriated in the Fiscal Year 2021 Budget of Information Services Department and the City Clerk's Office. Attachments: Agreement
