ORMAN, Chief of Staff to the Mayor Office of the Mayor & City Manager SUBJECT ..Title RESOLUTION - Revising the City's Ticket Distribution and Disclosure Policy of Complimentary Tickets and Passes pursuant to Fair Political Practices Commission Regulation 18944.1 ..Body RECOMMENDATIONS The City Manager recommends the Council adopt the Resolution revising the City's policy regarding the distribution of complimentary tickets and passes. EXECUTIVE SUMMARY The Fair Political Practices Commission (FPPC) updated Section 18944.1 of its Ethics regulations "Gifts - Agency Provided Tickets and Passes" in 2019. The City Attorney updated the previous policy Council adopted on April 9, 2015, to fully comply with the FPPC's recent changes. BACKGROUND The most significant change to the proposed policy is the prohibition to disproportionate use by elected officials, City Manager and Department Heads. Tickets may still be distributed at the behest of elected officials, City Manager and Department Heads as long as it is for a defined public purpose. This policy applies to all tickets received by the City, rather than just the Grizzlies. The Administration is in the process of updating the City Manager's Policy on the City's Stadium Skybox/Luxury Suite and plans to comply and incorporate this Policy upon Council approval. ENVIRONMENTAL FINDINGS This is not a project for the purposes of CEQA. LOCAL PREFERENCE Not applicable. FISCAL IMPACT Not applicable. Attachment: Resolution
