MEIKLE, Director of Aviation Airports Department SUBJECT ..Title Approve a consultant services agreement with Kimley-Horn and Associates, Inc., to provide professional engineering services for the Terminal East Apron Reconfiguration Project at the Fresno Yosemite International Airport in an amount not to exceed $432,776 (Council District 4) ..Body RECOMMENDATION Staff recommends approval of a consultant services agreement with Kimley-Horn and Associates, Inc., in the amount of $432,776 for professional engineering services for the Terminal East Apron Reconfiguration Project at the Fresno Yosemite International Airport (FAT) and to authorize the Director of Aviation or designee to execute the agreement on behalf of the City. EXECUTIVE SUMMARY Reconfiguring the East Apron, used for aircraft circulation and parking in the concourse gate area, is enabling work necessary to accommodate the upcoming Terminal expansion project. This enabling Project will expand the existing apron farther east to allow for continuity of operations during construction of the Terminal expansion and provide the necessary circulation and parking positions to serve future gates at FAT. BACKGROUND In addition to expanding the existing asphalt and concrete aircraft apron to the east, the Project will include related infrastructure work such as drainage, lighting, signage, fencing and reconfigured on-airport service roadways. Specific to the upcoming Terminal expansion work, the expanded apron will also serve two new boarding gates for use by both domestic and international arriving and departing flights. Through a competitive Request for Qualifications (RFQ) process, the Airports Department (Department) invited civil engineering firms that could provide comprehensive on-call full-service planning, design, construction document preparation, bidding support and construction administration to submit Statements of Qualifications. The Department published a public notice in The Business Journal, posted information on the Airport's website for qualified firms and direct mailed the RFQ to all interested firms. Five professional consulting firms responded to the RFQ and their qualifications were evaluated by a selection committee in accordance with the provisions of the RFQ and FAA regulations. It has been determined by the Department that Kimley-Horn and Associates is most qualified to perform the design work for this project. The Project will be delivered through a qualifications based procurement per Fresno Municipal Code Section 4-502(d), and in accordance with FAA guidance. Future Council items related to this Project will include award of a construction contract when the design is approximately 30 percent complete, anticipated to occur in the summer of 2020. Funding for both the design and construction of this Project will be by Federal Aviation Administration Airport Improvement Program entitlement grants. The agreement utilizes Standard Document #FYI-S-18.0, pre-approved as to form by the City Attorney's Office and used without modification as certified by Airports staff. ENVIRONMENTAL FINDINGS This is not a "project" for the purpose of CEQA pursuant to CEQA Guidelines Section 15378. LOCAL PREFERENCE Local preference is not applicable to this Project pursuant to Fresno Municipal Code 4-109(b). FISCAL IMPACT FAT is the largest driver in economic activity in the Central San Joaquin Valley with $928 million of annual economic activity and 10,769 direct, induced and indirect jobs (2019 data). The Terminal East Apron Reconfiguration Project is a critical element of the Department's program to enable the airport to meet current and future demand as our region grows, resulting in further economic activity and job growth. Funding for this agreement is included in the Airports FY 2020 adopted budget and the construction programmed in FY 2021.
