EXECUTIVE SUMMARY The Department of Public Works, Street Maintenance Division seeks to purchase one emulsion spreader truck to prepare road surfaces for asphalt overlays. The new truck will be purchased as a replacement through a competitively solicited cooperative procurement process administered by Sourcewell, formerly the National Joint Powers Alliance (NJPA). BACKGROUND The Department of Public Works, Street Maintenance Division is responsible for maintaining 1,740 miles of city streets and boulevards. As street pavements degrade to the end of their service life, asphalt overlays are needed to restore the street back to a good and serviceable condition. This maintenance treatment is performed annually by the Street Maintenance Division utilizing heavy paving equipment. The emulsion spreader truck is a crucial component in this process as it evenly spreads the bonding agent between the old prepped surface and the new asphalt. . To accomplish this task, the Street Maintenance Division operates one aging truck utilized daily to support the street paving team. This truck uses a Bear Cat distribution system that has proven to be reliable and simplistic in design and operation. The new truck will be a Kenworth T370 chassis with a Bear Cat BC-502 distribution system. This unit will be built to a specification similar to the original, improved with the latest emissions technology to be compliant with the applicable US 2010 emissions standard. The heavy truck class is on a ten-year or 250,000 mile replacement schedule, which has been established by the Municipal Fleet Division as the optimum replacement time. The unit identified for replacement is 26 years old and has well exceeded its useful life. The Municipal Fleet Division recommends replacement based on the unit age and condition. The total purchase price for the Kenworth emulsion spreader truck is $222,502. This price includes the Sourcewell, cooperative purchasing discount applied to City purchases, as well as sales tax at 7.975 percent. The Purchasing Division has approved this contract and recommends Council to approve. The City Attorney has reviewed and approved to form. ENVIRONMENTAL FINDING By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of this contract does not qualify as a project as defined by CEQA. LOCAL PREFERENCE Local preference is not applicable. The City is purchasing the Kenworth emulsion spreader truck through a cooperative purchase agreement. FISCAL IMPACT No general funds will be used to purchase this item. The funding to cover the purchase cost of the Kenworth emulsion spreader truck has been included in the FY2020 adopted budget under the operations of the Department of Public Works, Street Maintenance Division. The source of funding for this project is Proposition 111 Gas Tax.
