Trail Network Wayfinding Plan (Citywide) ..Body RECOMMENDATION Staff recommends the City Council approve an agreement for professional engineering services with Toole Design Group for $100,691 with a $10,000 contingency for the preparation of the Travel by Trail, Fresno! Trail Network Wayfinding Plan and authorize the Public Works Director, or designee, to execute the agreement on behalf of the City of Fresno (City). EXECUTIVE SUMMARY This project will create a comprehensive wayfinding plan to ensure trail segments converge into a well-connected route, address navigation challenges, identify navigational tools for users, identify digital wayfinding needs, and develop promotional material. The primary objectives are to help residents overcome first-mile and last-mile challenges, maximizing multimodal connections between trail and transit, encourage residents to walk or roll through promotional materials, and include a diverse group of stakeholders in the planning process. The project is funded through the Sustainable Transportation Planning Grant Program administered through the California Department of Transportation (Caltrans). The subject consultant agreement in the amount of $100,691 with a $10,000 contingency will facilitate development of the wayfinding plan necessary to complete the project. BACKGROUND The Travel by Trail, Fresno! Trail Network Wayfinding, Promotion and Connectivity Plan includes development of a Wayfinding Plan for Fresno's trail network. The Department of Public Works submitted the grant application for this project in November 2018. The application was conditionally awarded grant funding in May 2019. All Conditions of Grant Acceptance were met and the grant was authorized to begin effective November 18, 2019. In accordance with Administrative Order 6-19, staff sent out a RFQ via the City's website and the Business Journal. The RFQ was advertised for two weeks. Three (3) Statement of Qualifications were received and staff interviewed three (3) qualified respondents in March 2020. Toole Design Group was determined to be qualified and responsive and submitted an acceptable proposal for the preparation of the Travel by Trail, Fresno! Network Wayfinding Plan. Staff is requesting City Council approve the agreement with Toole Design Group for $100,691 with a $10,000 contingency for the preparation of the Travel by Trail, Fresno! Network Wayfinding Plan and authorize the Public Works Director, or designee, to sign and execute the contract, approved as to form by the City Attorney's Office, on behalf of the City. ENVIRONMENTAL FINDINGS By the definition provided in section 15378 of the California Environmental Quality Act (CEQA) guidelines, this item is not a project for the purposes of CEQA. LOCAL PREFERENCE Local preference was not implemented because this project is funded by State grant funds. FISCAL IMPACT This project will not impact the General Fund. Funding is provided by State funds through the Sustainable Transportation Planning Grant Program. All funds necessary for the contract award are included in the current fiscal year budget as previously adopted by the Council. Attachment: Consultant Agreement
