BUCHE, PE, PLS, Assistant Director - UP&E Department of Public Utilities - Utilities Planning & Engineering SUBJECT ..Title Approve a Water Infrastructure Reimbursement Agreement with the State Center Community College District, to authorize a reimbursement for the construction of a portion of a 12-inch diameter water main in East Cambridge Avenue, between North Blackstone and North San Pablo Avenues, in the amount of $139,733.65 (Council District 7). ..Body RECOMMENDATIONS Staff recommends that City Council approve a Water Infrastructure Reimbursement Agreement with the State Center Community College District (District), to authorize a reimbursement for the construction of a portion of a 12-inch diameter water main in East Cambridge Avenue, between North Blackstone and North San Pablo Avenues, in the amount of $139,733.65; and authorize the Director of Public Utilities, or designee, to sign and execute all documents on behalf of the City of Fresno. EXECUTIVE SUMMARY As a part of its expansion activities, the District is constructing a three-story parking structure along East Cambridge Avenue. The parking structure requires the installation of a fire suppression system. It was determined that the existing water main was inadequate to serve the needs to that system. District has replaced the 6-inch diameter water main with a 12-inch diameter water main. Staff now recommend that the City reimburse District one hundred percent (100%) of the cost for the construction of the water main, outside of the project frontage (including fire hydrants) BACKGROUND As part of its expansion activities, the District is constructing a three-story parking structure along East Cambridge Avenue (Project). A requirement of the Project is the installation of a fire suppression system to safeguard against the loss of property and life. The existing water main in East Cambridge Avenue was identified as the closest for serving the Project. However, having been constructed in 1958 the water main is 6-inches in diameter and was deemed inadequate for the intended use. Thus, it is necessary to replace the main with a 12-inch diameter water main. The City reviewed and provided comments on the District's Draft Mitigated Negative Declaration and imposed certain conditions to rectify potential impacts to the City's Water system. The City conditioned approval on the requirement that District replace the existing 6-inch diameter water main with a 12-inch diameter water main (including City fire hydrants) within East Cambridge Avenue from North Blackstone Avenue west to North San Pablo Avenue. The requirement provided that one hundred percent (100%) of the cost for the construction of the water main, outside of the project frontage (including fire hydrants), would be reimbursed through progress payments under a separate reimbursement agreement setting forth the scope for the construction of the water main (including fire hydrants). Construction of the 12-inch diameter water main is now complete and the Water Division wishes to reimburse the District for construction of the portion of the water main located outside the project frontage. The proposed agreement will authorize reimbursement to the District for the cost for all improvements outside of the Project's frontage including approximately 556-linear feet of a 12-inch diameter water main, 11 water services ranging from 1-inch to 6-inch, 3 fire hydrants, and a proportionate cost of mobilization, traffic control and permanent trench resurfacing costs. The City has determined that the Reimbursement Amount for construction of the water main is $139,733.65. ENVIRONMENTAL FINDINGS By the definition provided in the California Environmental Quality Act Guidelines Section 15378, this item is not a project. LOCAL PREFERENCE Local preference was not implemented as this item does involve the bid or award of a construction or services contract. FISCAL IMPACT There is no impact to the General Fund. This Project is located in Council District 7. Funding for this Project is included in the Fiscal Year 2022 Capital Improvement Project Budget within the Water Enterprise Fund (40101).
