RECOMMENDATION
Staff recommends that Council authorize the Chief of Police to enter into a three-year contract between the City of Fresno Police Department (FPD) and California State University, Fresno (CSUF), wherein contract law enforcement services will be provided by request at CSUF special events. CSUF will reimburse FPD for these services at a total not to exceed cost of $751,110.
EXECUTIVE SUMMARY
FPD provides contract law enforcement services to CSUF to assist in policing special events, including CSUF home football games at Bulldog Stadium, and concerts and sporting events at the SaveMart Center. Approval of this contract would allow FPD to continue to provide reimbursable contract law enforcement services to CSUF for the next 3 years.
BACKGROUND
Bulldog Stadium and the SaveMart Center consistently provide outstanding entertainment events enjoyed by people from all over the San Joaquin Valley. Maintaining a safe and secure environment for our residents and visitors at these events ensures continued attendance at future events. CSUF contracts with FPD to deliver contract law enforcement services (CLES) to provide additional personnel needed to adequately staff these special events, and to maintain an atmosphere of safety and security for all participants.
CSUF estimates they will use up to $250,370 per year in FPD contract law enforcement services over the next three years, for a total not to exceed $751,110. FPD will bill each event separately, based on the total amount of contract law enforcement services rendered.
The last contract with CSUF expired in July 2020 and was not renewed by CSUF due to the uncertainty of hosting large scale events in the wake of COVID-19. Approval of this contract will permit FPD to provide contract law enforcement services through June 30, 2024.
ENVIRONMENTAL FINDINGS
This approval is not a project for the purposes of CEQA Guidelines Section 15378
LOCAL PREFERENCE
This preference is not applicable because FPD is providing contract law enforcement services to CSUF.
FISCAL IMPACT
With this agreement, CSUF will reimburse FPD for expenses incurred in deploying personnel and equipment at special events. Reimbursement is requested by invoice immediately after the event for all contract law enforcement services rendered. There is no net fiscal impact to the City of Fresno.
