(Subject to Mayor's Veto) ..Body RECOMMENDATIONS Staff recommends the City Council adopt the First Amendment to the Position Authorization Resolution (PAR) No. 2022-153 to add seven positions of Community Recreation Assistant in the PARCS Department to operate the Senior Fitness Program year-round, and in accordance with FY2023 Council Budget Motion # 65, made by Council President Esparza and approved in FY2023 budget vote on June 30, 2022. - EXECUTIVE SUMMARY Staff recommends the Council approve the amendment to the PAR to operate the Senior Fitness Program year-round, in accordance with FY2023 Council Budget Motion # 65, which was approved during the FY2023 budget vote on June 30, 2022. The recommended action to update the PAR utilizes Measure P revenues from expenditure category three (3), Youth and Senior Recreation Programs; After School Programs; and Job Training for Youth and Veterans. The new positions are proposed to be added to the PARCS Department upon council approval, to immediately hire from the current active recruitment list and begin FY2023 year-round Senior Fitness programming. BACKGROUND On June 20, 2022, Council President Nelson Esparza made FY2023 Council Budget Motion #65 to continue the senior citizen online fitness programming on a year-round basis. On June 30, 2022, this motion was approved by Council as part of the FY2023 budget. The recommended action to update the PAR will utilize Measure P appropriations from expenditure category three (3), Youth and Senior Recreation Programs; After School Programs; and Job Training for Youth and Veterans. The Fitness Program is integrated into the senior operations and maintenance program budget that is funded through General Fund, Measure P and Community Development Block Grant (CDBG). Currently the department offers Tai Chi year-round, and dance/fitness/aquatics classes throughout the summer. To provide year-round senior fitness at seven community center locations (Pinedale, Inspiration, Lafayette, Ted C. Wills, Mosqueda, Senior Citizen Village, Mary Ella Brown) would be $513,000 which includes staffing, supplies and equipment. Part of the $513,000 includes seven Community Recreation Assistants, one at each site to provide the programming. While the adopted FY2023 budget included appropriations to fund the program expansion to seven sites for staffing, supplies and equipment expansion, an update to the PAR for the additional seven positions is required. Staff recommends approval of the First Amendment to the PAR to add seven positions; months authorized from August to June under section 19.1. PARKS, AFTER SCHOOL, RECREATION, AND COMMUNITY SERVICES DEPARTMENT for a total of 145 positions. LOCAL PREFERENCE Local preference is not related to this personnel agenda item. FISCAL IMPACT There is no impact to the General Fund. The seven additional Community Recreation Assistants will be funded through Measure P Expenditure Category 3 included in the FY2023 budget.
