GONZALEZ, PE, Public Utilities Manager - UP&E Department of Public Utilities - Utilities Planning & Engineering PAUL MARAGONI, PE, Professional Engineer Department of Public Utilities - Utilities Planning & Engineering SUBJECT ..Title Approve a consultant services agreement with AECOM Technical Services Inc., to provide engineering design and construction support services for the installation of three emergency backup generators at Pump Stations 154, 158 and 163 for a total amount not to exceed $168,600 (Council Districts 2 & 6) ..Body RECOMMENDATIONS Staff recommends that City Council approve a consultant services agreement with AECOM Technical Services Inc. in the amount of $140,500, plus a contingency of $28,100, for a total amount not to exceed $168,600, to provide engineering design and construction support services for the installation of emergency backup generators at Pump Stations (PS) 154, 158, and 163; and authorize the Director of Public Utilities, or designee, to sign the agreement on behalf of the City of Fresno (City). EXECUTIVE SUMMARY The City has approximately 260 operable wells in the public water supply system, the majority of which utilize electric motor driven pumps to extract and distribute groundwater. Should there be a loss of electrical power at these facilities, only those with a backup power source would continue serving potable drinking water to the City's distribution system. The City already utilizes backup emergency generators at multiple well sites to provide emergency electric power. City staff have identified three additional wells at PS 154, PS 158, and PS 163, as necessary to maintain the integrity of the water system in case of widespread electrical power loss. Therefore, emergency backup generators are proposed to be installed at those locations. The consultant will assess the current electrical and mechanical needs at each site to appropriately size and design the emergency backup generators as well as provide construction support services. BACKGROUND The Department of Public Utilities - Water Division requires design services for emergency backup generators (Gensets) to be installed at PS 154, PS 158, and PS 163. These pump stations have been identified as critical facilities to maintain drinking water system pressures in the event of electrical utility power loss. The Gensets are powered by a diesel fueled internal combustion engines and have the capability to automatically start within a few seconds of power loss and include telemetry controls for remote system operations and monitoring. The facility operators maintain and refuel the Gensets as necessary from refueling trucks or service vendors. The Fire Department inspects and approves each installation and periodic emissions limits testing is performed by the San Joaquin Valley Air Pollution Control District. The locations of the pump stations at which new Gensets will be installed are: Pump Station 154: 6220 N Valentine Ave, Fresno, CA 93711 Pump Station 158: 5552 W Bullard Ave, Fresno, CA 93722 Pump Station 163: 282 E Sierra Ave, Fresno, CA 93710 The Project was advertised to the DPU Shortlist for Well Site Improvement and Wellhead Treatment Design (Shortlist). The Shortlist was established by first soliciting Statements of Qualifications (SOQ) from qualified engineering consulting firms then selecting the most qualified firms for placement on the Shortlist. On January 28, 2022, a Request for Qualifications (RFQ) was published in the Business Journal and posted on the City's Planet Bids website. Seven (7) SOQs were received by the deadline of February 25, 2022, from which firms were selected for placement on the Shortlist by a selection committee consisting of DPU representatives. Subsequently, an RFQ for this Project was advertised to the selected firms on the Shortlist on March 2, 2022. One SOQ was received by the deadline of April 12, 2022, which provided detailed information regarding the firm's specific approach to this Project and their relevant experience. Upon review of their qualifications and analysis of the proposed fees, City staff determined the proposed work and fees provided value to the City and merited award of the consultant service agreement. A standardized agreement has been used, without modification, in accordance with Administrative Order 4-4, which the City Attorney has reviewed and approved to form. The Certificates of Insurance have been approved by the City's Risk Management Division. Upon approval by the City Council, the agreement will be executed by the Director of Public Utilities, or his designee. ENVIRONMENTAL FINDINGS By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of this contract is exempt as defined by CEQA. LOCAL PREFERENCE Local preference was not implemented as all proposing firms are local businesses pursuant to Fresno Municipal Code Section 4-109(b). FISCAL IMPACT There is no impact to the General Fund. Funding for these services is included in the Water Division's Fiscal Year 2022 Capital Improvement Program budget within the Water Enterprise Funds 40101.
