AGUIRRE, Director Parks, After School, Recreation, and Community Services Department SUBJECT ..Title ***RESOLUTION - Adopting the 2nd Amendment to the Annual Appropriations Resolution (AAR) No. 2024-122 Reallocating $200,000 from the Department of Public Works to the Parks, After School, Recreation and Community Services Department for the Orchid Park Expansion Project (Requires 5 Affirmative Votes) (Subject to Mayor's Veto) ..Body RECOMMENDATIONS Staff recommends City Council approve and adopt the 2nd amendment to the AAR No. 2024-122 reallocating $200,000 from the Department of Public Works to the Parks, Afterschool, Recreation and Community Services (PARCS) Department for the Orchid Park Expansion Project. EXECUTIVE SUMMARY The City of Fresno requires an additional 1,113 acres of parkland to serve its current population and meet the General Plan service goals. To accommodate the projected population growth by 2035, an additional 1,769 acres of recreation needs will be necessary. The December 2017 Parks Master Plan (Parks Master Plan) identifies Orchid Park as a candidate for strategic enhancements. An expansion of Orchid Park would significantly improve the park's amenities and overall user experience. BACKGROUND Fresno is the most populous city in the Central Valley and a major California metropolis, experiencing rapid growth. With an estimated population of 545,567, and projected to reach 656,323 by 2035, the city's demographics are becoming increasingly diverse. To accommodate this growth, Fresno's parks and recreation system requires significant expansion. The adopted Parks Master Plan outlines the need for increased parkland to meet the evolving needs of residents. A diverse and growing population necessitates a variety of high-quality public spaces. From playgrounds, sports courts, dog parks and open green areas, Fresno must invest in parks and open spaces strategically located throughout the city, both in established and developing neighborhoods. This approach ensures that the park system effectively serves the physical and cultural needs of the community. This item has undergone review by the Risk Department and the City Attorney's Office. ENVIRONMENTAL FINDINGS Pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15378, this item is not a project for the purposes of CEQA. LOCAL PREFERENCE Local preference is not applicable. FISCAL IMPACT Adoption of the 2nd Amendment to AAR No. 2024-122 will provide the necessary appropriations for the PARCS Department for the Orchid Park Expansion Project with no impact to the General Fund.
