EXECUTIVE SUMMARY The PARCS Department has been awarded a Grant Award from OTS totaling $296,000 to provide bicycle and pedestrian safety programming during the grant term starting October 1, 2024, and ending September 30, 2025. Staff is seeking Council approval to appropriate the full grant award of $296,000 into the PARCS Department FY25 budget. Grant funds not expended in FY25 will be carried over to the FY26 budget. BACKGROUND On January 11, 2024, Council approved Resolution No. 2024-001 authorizing staff to apply for a grant of up to $300,000 from OTS to fund bicycle and pedestrian safety programming, to accept grant funding if awarded, and to authorize the City Manager or designee to execute related documents. In July 2024, PARCS staff received notice from OTS that the application was selected for funding in the amount of $296,000. The grant agreement will be executed and staff are seeking Council approval to appropriate the full grant award of $296,000 into the PARCS Department FY25 budget. This item has been reviewed by the City Attorney's Office and the City of Fresno Budget and Management Studies Department. ENVIRONMENTAL FINDINGS Pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15378, this item is not a project for the purposes of CEQA. LOCAL PREFERENCE Local preference was not considered because this item does not include a bid or award of a construction or service contract. FISCAL IMPACT This item will result in the appropriation of $296,000 in grant funding into the PARCS Department's FY25 budget, to be used for bicycle and pedestrian safety programming.
