REPORT TO THE CITY COUNCIL FROM: PACO BALDERRAMA, Chief of Police Police Department BY: BURKE FARRAH, Deputy Police Chief Police Department/Administrative Division SUBJECT ..Title Authorize the Chief of Police to enter into a five-year instructional services reimbursement agreement with Fresno City College to collect state monetary reimbursement for City instructor time at the Police Department Regional Training Center. ..Body RECOMMENDATION Staff recommends that Council authorize the Chief of Police to enter into a five-year instructional services reimbursement agreement with Fresno City College to collect state monetary reimbursement for city instructor time at the Police Department Regional Training Center. The terms and rate of reimbursement are preset by the state and pay reimbursement for instructor time used to instruct first responder classes. The current contract is set to expire June 30, 2024. Staff recommends entering into the new instructional service reimbursement agreement with the updated rate of reimbursement for instructional hours. The total reimbursement amount will not exceed $200,000 per year. EXECUTIVE SUMMARY Fresno City College is a local public state community college. The college is located in the City of Fresno and hosts the basic police academy where a large portion of Fresno Police Officers have obtained their basic Commission on Peace Officers Standards and Training (POST) certificate. The college offers several courses on campus and instructs off campus. Fresno City College has reviewed and approved 43 courses that have been taught or are currently being taught at the Fresno Police Department Regional Training Center by City of Fresno police officers. Fresno Police Officers teach other first responders in accordance with state POST standards. In turn, students receive college credits for successful completion of these approved courses. Due to the fact that City police officers teach these courses, the City receives reimbursement for the instructional hours provided. The reimbursement amount and formula are preset by the state for instructional hours. BACKGROUND The Fresno Police Department has been teaching several of these classes for several years at the Regional Training Center and receives reimbursement from Fresno City College through the state. The current instructional services reimbursement agreement between the City and FCC will expire June 30, 2024. The new instructional services reimbursement agreement is a five-year agreement, expiring April 30, 2029. This would allow the City to continue to receive reimbursement for courses approved by Fresno City College for instructional hours provided during first responder classes. ENVIRONMENTAL FINDINGS This is not a "project" for the purposes of the California Environmental Quality Act (CEQA). LOCAL PREFERENCE Fresno City College is a local public community college in the City of Fresno. FISCAL IMPACT There is no General Fund impact associated with this program. Training revenues may vary subject to logged training hours but are expected not to exceed $200,000 per year. The revenues will be used to offset the costs of training overtime, facilities, and materials utilized for the program. Attachment: Instructional Services Agreement with Appendices: ISA Course list
